Job summary
The Phlebotomy Quality Lead will foster a
quality culture and will lead on education, maintenance and development of the
Quality Management System within phlebotomy services whilst promoting
continuous improvement. The Phlebotomy Quality Lead will co-ordinate and
develop modern methods of quality management and process control initiatives
within phlebotomy to facilitate the achievement of regulatory and accreditation
requirements. The post holder is required
to develop & maintain effective working relationships with the users of the
service including medical teams, wards, departments, and pathology management.
Main duties of the job
To
be responsible for the day-to-day management and operation of the Phlebotomy staff.
To
provide & control an efficient service, ensuring that appropriate staffing
levels & professional standards are maintained at all times.
To
participate in the monitoring of change & implement any improvement to
develop service needs.

ensure the Phlebotomy Manager is kept appraised of issues and difficulties
promptly so action can be agreed and acted upon.

Job responsibilities
To
support the Phlebotomy Management team & Pathology Quality Manager in the
investigation of any incidents, complaints etc.
To
investigate, root cause analyses and report on patient complaints and
incidents.
To
create a comprehensive annual audit schedule covering all aspects of the
phlebotomy service and delivery.
To
assist and train lead auditors to complete their audits and to provide check
lists and guidelines as appropriate.
The
post holder will actively participate in Internal Audit of the Phlebotomy service
and will report on non-compliances to the Phlebotomy Manager & Pathology Quality
Manager and resolve any observation & non-compliances within own area.
The
post holder will be responsible for accessing the Q Pulse database and entering
and monitoring information on the internal audits.
To
close the performed audits in a timely manner working in collaboration with all
Pathology Staff.
To
use Qpulse to review the incidents, complaints, SOPs and to ensure that documents
are distributed to and acknowledged by Phlebotomy staff.
Support
the Phlebotomy Management team in setting annual KPIs.
Act
as the quality lead for the Phlebotomy Department, attend meetings as required.
To collect KPI data (such as waiting times) and report this via the Phlebotomy
Dashboard.
To
collect data as part of the monthly quality report which includes compliance
with document control, audits, sickness, appraisals, CAPAs, incidents and
complaints using SwiftQueue, LIMS, & SMI.
Completing
monthly KPIs dashboard which includes learning pool data, wards finish times, &
appointments available.
To
meet the Phlebotomy Management team regularly to review & give feedback on
the progress of the quality matters.
To
write & revise protocols, SOPs, risk assessments, clinic documents and to support
management to ensure staff document acknowledgment is up to date.
To
take admin responsibility of the phlebotomy healthcare appointment platform
(SwiftQueue) as well as updating the clinics capacity, appointment settings and
staff access levels including the amendment of the weekly incomplete
appointment data.
Setting
up and scheduling new clinics on SwiftQueue working with the operations and
training team to ensure phlebotomy clinics are operationally ready and running
efficiently.
To
work with external suppliers including the healthcare appointment platform
provider to ensure full utilisation of existing equipment and technologies.
To
be able to use the Laboratory Management System to check and correct the
incomplete patient appointments.
To
ensure the Phlebotomy asset register is up to date.
The
post holder is responsible for the development of a new documentation, quality
policies, manuals etc. to ensure continuous improvement.
To
provide training on quality to new phlebotomist which includes use of Qpulse.
The
post holder is required to provide a report for both the Phlebotomy operations team
and Pathology quality meetings on all aspects of the Quality Management System.
The
post holder is required to have previous experience of implementing ISO 15189
and CQC standards to ensure phlebotomy is compliant with the standards and
ready for external assessments.
To
be able to lead the requirement of quality of the new and current clinics
working in collaboration with Basildon and Southend Trusts, project teams,
operations teams & Phlebotomy staff.
Meeting
with the Trust and PF project team to ensure quality requirements of new clinics
are delivered on time ensuring effective communication to all Phlebotomy staff.
To undertake
environmental risk assessment of all clinics as well as ensuring staff
induction is undertaken before such time that they commence working in the new
clinics.
Working
in collaboration with the logistic team arranging timely transportation of
clinical specimens from the clinics to the pathology hub to ensure sample
integrity is not compromised.

- 5 GCSE O levels (Grades A-C) or equivalent to include English
- NVQ Level 3 or equivalent experience.
