Job summary

Reporting to the Directors, the post holder will be the lead member of the senior management team and will be accountable for ensuring Endocare Diagnostics as an organisation work to deliver an excellent service across both insourcing, outsourcing, NHS and non-NHS income workstreams.

Main duties of the job

Job Purpose

The Chief Operating Officer will:

Be responsible for the leadership & operational management of all aspects of service performance & for defined services.

Be responsible for achieving high standards of clinical governance; high operational performance; sound financial management; and improving productivity.

Effectively manage & hold to account for delivery the senior multi professional management team.

Be responsible for the culture, developing a climate which fosters clear lines of responsibility & accountability and effective multi-disciplinary working.

Ensure effective and sound governance and financial management systems are in place and fully operational across all service areas to assure the effective management of public resource in line with commissioned requirements.

Ensure genuine partnerships with service users & carers / families & other statutory and non-statutory organisations / groups are in place to continue to transformation and develop services as required.

Ensure NHS Compliance to all regulatory frameworks

Work as part of the wider clinical leadership structure, taking responsibility for overall effectiveness and capacity in services to meet clinical demand.

Take responsibility and accountability for the annual Budget and staffing

Endocare Diagnostics is a values driven provider of Endoscopy services across Northwest England. Led by a clinical board, the organisation has been providing safe and high-quality care to patients for over 7 years. Fundamentally, we align ourselves with the NHS and embrace the ethos of social enterprise, reinvesting the surpluses generated back into our services.

Having recently opened our flagship Community Gastroenterology service facility in South Manchester, we are seeking to strengthen our leadership to ensure we expand as an organisation and continue to provide an excellent service for our local population, maintain our CQC registration and provide commissioner assurance. We are on an ambitious growth path to become a multi-specialty surgical and diagnostic service provider, including expansion into ophthalmology, ENT, orthopaedics, gynaecology, and general surgery.

Job responsibilities

Principal Duties

Operational Management:

Ensure the delivery of high-quality operational services in line with access & waiting time standards, local protocols and pathways.

Oversee all operational aspects of Endocare's Insourcing and Outsourcing services, ensuring clinical efficiency and regulatory compliance.

Drive the expansion into new specialties (ophthalmology, ENT, orthopaedics, gynaecology, general surgery).

Plan and execute the development of minor operations theatre facilities within the EndoCare Community Diagnostics Centre.

Identify and pursue new partnership and contract opportunities with NHS Trusts and private healthcare providers.

Plan for, contribute to and regularly review the quality of services in line with regulatory frameworks including CQC inspection, best practice improvement and accreditation standards to proactively measure and improve the quality and effectiveness of services.

Develop the annual Service / Business Plan in line with the strategic direction & objectives. In doing so work with senior administration team members and clinical leads to ensure a consistent approach to the development of services.

Provide effective management of all services, with clear lines of accountability & responsibility throughout, appropriately integrating professional/clinical leadership with line management functions.

Oversee the production of governance and performance management frameworks including appropriate use of clinical metrics.

Take responsibility for ensuring strong & effective multi-professional team working and effective clinical & management supervision throughout.

Ensure effective operational communication systems are in place: that meetings & networks have purpose and staff are informed of and actively involved in decisions that affect them.

Use effective information management & technology to support the delivery of services and management, including effective clinical record keeping.

Manage within budget and safely deliver cost improvement plans engaging will all key corporate functions in doing so. In delivering cost improvement ensure quality impact is assessed.

Ensure value for money in use of all service resources, including a system of sound capital and estate planning for services.

Provide cost effective care within budget and to the level and quality agreed in the NHS & other contracts.

Leadership:

Be a role model for others, leading by example, and be visible to services within area of responsibility and more broadly as a representative with partners.

Role model the principles of person centeredness in the planning, delivery and development of services.

Ensure services provided are to a standard & quality that we would be happy to receive ourselves, and where they are not, understanding why and taking appropriate action.

Develop a culture that encourages colleagues to be solution focused, to work to the scope of their responsibility and to apply QI methodology.

Continually strive for excellence in care & clinical practice, creating and leading a culture and ethos of service.

Ensure staff access to effective supervision, annual PDR mentoring / coaching / leadership development, as appropriate, to support & encourage continuous individual & team development.

Work with colleagues to collaboratively lead on the local application of national / regional requirements where applicable.

Have an effective system for reporting & responding to incidents & serious incidents, appropriate investigations and evidence of learning lessons.

Ensure care is person centred, safe & harm free.

Support transparent continuous quality improvement through use of benchmarking data, quality improvement methodology, understanding staff & service user experience / feedback, and applying the use of research and development in practice.

Use the outcomes of inspection, scrutiny, clinical audit, internal audit, incidents, serious incidents, complaints, performance / peer review, service user / patient & staff experience / feedback to drive & support improvements in care / services.

Lead on the improved use of technology and innovation to enhance the effectiveness, efficiency, safety and accessibility of services.

Ensure staff understand and enact their responsibilities for Infection Prevention & Control, Safeguarding Adults & Children & Health & Safety requirements.

Ensure professionally qualified staff are registered to practice & comply with their respective Codes of Professional Practice.

Ensure compliance with the Mental Health Act, Mental Capacity Act & Care Act in practice

Workforce Planning & Development:

Promote positive employee relations.

Workforce plan / manage staff ensuring an effective skill mix / deployment to meet service need / specifications.

Deliver an effective system for the undertaking & completion of annual staff PDR / Appraisals.

Support staff who are not meeting expected standards using a positive approach to performance management.

Engage in safer staffing reviews and ensure that all staffing establishments are based on the needs of the service user group and are in line with the resources available.

Ensure that staff undertake & complete their statutory & mandatory education, training & development within required timescales.

Ensure staff with line management responsibilities are confident & competent to appropriately &effectively apply key HR policies including disciplinary, performance & capability, managing sickness absence and whistleblowing.
