Job summary
We have two exciting roles as Acting Head of Service overseeing 0-5 services in Tower
Hamlets and 0-19 services in Waltham Forest. You will work closely with the
Executive Director Service Delivery and Integration, commissioners and your
teams to ensure safe and effective delivery of services, meeting contractual
KPIs, and driving change and transformation for the service areas.
You will be responsible for ensuring and providing clinical leadership
and management of the services, working closely with the clinical leads and
teams.
The postholders will ensure robust operational and clinical
governance process are in place to deliver high quality services. Establishing and maintaining key
relationships both internally and externally will be a key feature of the role.
You must have excellent clinical leadership skills, as well
as experience of managing projects that have delivered demonstrable
improvements in performance and service delivery.

As part of Tower Hamlets-Waltham Forest strategic working, the service works to improve outcomes for children, young people and their families. This strategic and partnership approach will be vital within this role to achieve quality integrated care. The Head of Service will have a leadership role and therefore work with Senior Leaders, to represent the organisation as appropriate.
The Head of Service will support the delivery of a programme of change for the benefit of children, young people their families, and staff, including fostering positive relationships with partner agencies including Public Health, Social Care, Primary Care, Childrens Centres, Education, Schools and Mental Health Services and the Voluntary and Community sector.
The postholder will provide robust and supportive operational management to the 0-19 teams across the service to ensure the delivery of agreed priorities, that there is effective rostering and staff management, and deliver agreed KPIs.
The post holder will be responsible for the management of delegated budgets, cost effective use of resources, and the achievement of agreed cost improvement programmes.
The post-holder will be responsible for performance management including the accurate input/collation of data and service quality reports and delivery to meet the requirements of the contract.
The post holder will oversee delivery of all commissioners requirements and undertake quality assurance processes before submission.
The Head of Service will be responsible and accountable for implementation of robust systems and processes that ensure there is a continuing improvement in the quality of the service provided using co-production to direct and drive change.
Safeguarding is fundamental to the health and wellbeing of children and their families the Head of Service will facilitate strong leadership in the child safeguarding agenda, embedding safeguarding leadership in practice and decision making. The Head of Service will ensure access for staff to professional and safeguarding supervision, enabling staff to escalate issues and concerns in line with local policies and procedures.
In partnership with the Safeguarding Lead and Deputy Director of Clinical Governance and Lead Nurse, the Head of Service will ensure the production and monitoring of a safeguarding annual work plan that reflects organisational needs.
The Head of Service will collaborate with the Named Nurse, Safeguarding Team, and Deputy Director of Governance and Lead Nurse to support:
the timely completion of IMRs for Serious Case Reviews for children
implement and report on action plans from Child Safeguarding Practice reviews.
Contribute to reports including an annual report to the Board and Quality & Safety Committee, Local Safeguarding Adult and Childrens Boards and other forums concerned with assurance and learning.
The Head of Service will be responsible for the development of a service level risk register that feeds into the organisations risk process. Risks will be raised within the organisation via Datix and governance processes.
The post-holder will collaborate with Executive colleagues to ensure organisation wide compliance and delivery of the patient safety, clinical effectiveness, and patient experience agenda.
Other Deliverables
Clinical
- Lead the delivery of clinically safe, high-quality, outcome-focused services that meet the needs of the local population.
- Development of Model for 0-5 and 5-21 services in line with health child programme and borough wide commissioning

Clinical Standards
- Provide effective, visible clinical and professional leadership for all 0-19 staff.
- Ensure professional standards and statutory regulations (including safeguarding policies) are maintained.

Training and Development

Quality Assurance
- Lead on clinical audit and quality assurance, ensuring adherence to national standards and best practices.
