Job summary

We are seeking an experienced and highly motivated Operations Manager with excellent communications, leadership and organisational skills to work with senior management and drive our expanding 0-19 Childrens Services across Tower Hamlets and Waltham Forest.

You will work for our 0-19 Childrens Service which manages Health Visiting, Family Nurse Partnership, Home visiting, School Health and Wellbeing and Child's Healthy Weight programmes and services across Tower Hamlets and Waltham Forest. The postholder will be working in partnership with our Director of Operations, Director of Clinical Services and two Heads of Service and take responsibility for the operational management of these programmes and services.

Main duties of the job

  • 0-19 Childrens Service development and Business Plan
  • Implementing effective and efficient operational and performance management systems, processes, targets and quality standards to achieve contractual targets.
  • Operational systems & processes and effective central administrative systems around delivery of all operational meetings, communication and marketing, estates, workforce planning, risk management etc
  • Our Transformation and Change priorities including our Organisational Development Programme and Communications & Marketing Strategy
  • User feedback and engagement systems and reporting
  • Financial Management including project budgets, monitoring and reporting of physical and financial resources and implementing strategies to optimize performance and value for money.

Job responsibilities

Service Planning

The Postholder will have a specific responsibility to lead the development of the Business Plan to achieve the agreed quality, financial and performance/KPI targets including

  • ensuring successful delivery of the Business Plan
  • direct responsibility for performance management within the Service
  • lead responsibility for monitoring and reporting on delivery targets within the Business Plan and Service performance.
  • acting as lead on the development of business cases to support service developments.
  • ensuring that the Business Plan is in accordance with the Organisations priorities and Strategic Plan.

Operational systems & processes

  • To oversee and maintain the effective delivery of all operational meetings, systems and processes including service operational meetings, communication and marketing, estates, workforce planning, risk management.
  • To develop and implement strategies to optimize productivity and profitability.

Strategy

  • To contribute to the development of strategic planning including Children Service Strategy within the Organisation and also externally with NHS partners and other key stakeholders.

Estate and service contract management

  • To support the successful resource management including leases and review of 0-19 estates to ensure effective use and value for money.
  • To ensure all health & safety requirements are met related to estates.
  • To support the management of sub-contractors within the service, ensure their effectiveness and value for money and where appropriate, terminate and source new suppliers.

Change Management

  • To undertake project management as required, e.g. estates, digital transformation e.g. choose & book for users appointments.
  • To support the planning, delivery, and evaluation of commissioned OD programmes and Organizational Development Programme

Financial Management:

  • To take responsibility for the management of the physical and financial resources allocated to the service.
  • To maintain database and develop governance systems for managing all income & expenditure streams, including 0-19 core service contracts, HEE (students), Projects, SLA, Apprenticeships, Research projects.
  • To ensure effective use of all the resources available within the area of responsibility as well as ensuring that services are provided to the highest quality and quantity required within the resources agreed.
  • To analyze variances and take appropriate corrective action if resources allocated are exceeded in conjunction with senior colleagues.
  • To quantify, monitor and resolve any cost pressures.
  • To review on an annual basis, the value and content of recharges from other providers to ensure good financial management.

User feedback and engagement system

  • To lead the service delivery plan for user-feedback and engagement, and manage digital systems used to collate user feedback.
  • To produce monthly reports with analysis and recommendations.
  • To monitor delivery of actions plans to improve service response /access for users based on user feedback recommendations.
