Job summary

Network One is one of the original eight GP Networks first established in Tower Hamlets in 2010, which would go on to serve as a model for the national Network DES and establishment of Primary Care Networks (PCNs) across England.

The network covers four teaching GP practices in Bethnal Green with list sizes ranging between about 10,000 and 20,000 patients. Patients in this area come from from a diverse range of backgrounds, with higher than average needs around mental health and long term conditions.

The PCN provides support to about 60 CQC registered care home beds.

The Role

  • The post holder will contribute to the vision and strategic aims of the Network and GP Care Group to provide a model of care that goes beyond clinical outcomes and will support patients in a holistic sense taking into account and addressing wider issues such as housing, education, and other social issues and health determinants.
  • The postholder will support the Networks Board and Clinical leadership teams in the implementation of the network objectives. Managing and monitoring performance so that the service meets its financial and operating targets.
  • Contribute to the development and production of the network business priorities and organisational vision.

Main duties of the job

  • To lead and oversee the development and implementation of the Networks strategic vision, including but not limited to, development of the Network's Business Plan, Organisation Development Plan, and Local Enhanced Service (LES) Improving Patient Outcomes Plan (IPO)
  • To lead, develop, organise and control a professional Network ensuring delivery of the Network-based LES meets all ICB, professional, and legislative requirements
  • To monitor, review and provide accurate financial reporting and forecasting of the Network budget
  • Provide professional advice to colleagues, managers and other Networks and partner organisations
  • To facilitate Board meetings, ensuring that relevant papers are provided before the meetings, supporting and advising Board members on issues relevant to the Network
  • Develop and champion new initiatives or projects as required
  • To oversee and develop the Networks NIS performance management and reporting frameworks and submit the quarterly contract monitoring reports to the ICB or GPCG Primary Care Directorate (as required)
  • Regularly review the organisation and developments within and outside the Network which will impact directly or indirectly. This includes involvement in local and national agencies, which formulate and influence primary health care strategy
  • To lead on any estates/facilities issues regarding service development as required
  • Exercise delegated authority on behalf of the Board of Directors to resolve/maintain day-to-day management of the Network

Office Management

Ensure all space used by Network staff is safe

Ensure Network staff have the space and equipment required to complete their duties

To participate in general administrative and co-ordination tasks as required for the smooth running of the service

Organisational Development

To lead on the Networks organisational development plan

To organise and facilitate Network Away Days

Staff Management

Manage, motivate and develop the Network teams, setting and monitoring the annual work plans

Provide line management to direct reports and act as a mentor (where appropriate) to PCN and GP Practice member staff

Manage recruitment processes on behalf of the Network, in line with the Network and GP Care Groups policies and procedures, including but not limited to, adherence to equal opportunities and promotion of the role through the local inequalities leads

To actively encourage team member involvement in service development

Financial Management

Ensure payments owed by the Network are completed on time

Ensure all claims due by the network are made accurately and on time and that payment is received promptly

To ensure financial transactions are recorded appropriately in the Network ledger

To ensure the Network accounts are prepared on time

To work with the Network Board to set the Networks annual budget

To report on progress against the Networks budget and highlight any significant deviations to the Board

To produce the Networks annual financial report for the Network AGM

To make payments from the Networks bank account in line with the Networks financial control policies

Ensure recruitment plans are fully costed against the Networks budgets

Ensure any requirements associated with running a company are adhered to.

Governance

To ensure high standards of governance including the assessment and management of risks

To have a thorough understanding of all Network protocols and policies

Partnership Working and Communications

Represent the Network in new delivery strategy within Tower Hamlets for example Tower Hamlets GP Care Group and Tower Hamlets Together

To lead and communicate on the strategic development and operational management of the Network

Support partnership engagement (for example liaising with the Borough, Community Voluntary Sector, Community Health Services, and ICS leads)

To create and maintain positive, collaborative and supportive professional relationships with different providers and agencies and develop partnership working to ensure that GPCG achieves its objectives

Enable greater economies of scale by taking ICB and Place level leadership roles that align with the Networks goals and vision

Research, Evaluation, and Audit

To work with the Clinical Director and Network Leads to sign off on any research and ensure that resources are allocated appropriately

To ensure that audits as required by the Network contracts are completed on time and to a high standard

Participate in relevant audit processes, evaluation and implementing ongoing service change to order to meet patient need

To promote and apply best evidence to service delivery

Implement all aspects of effective clinical governance for own practice, including undertaking regular audit and evaluation, supervision and training
