We are recruiting for a 12-month Fixed
Term Contract (with possibility of extending) for a Community Child Healthy
Weight & Infant Feeding Team Lead
In a Borough with amongst the
greatest public health challenges in the country, do you have what it takes to
work with local communities, health services, the council and partners to
improve health outcomes and address health inequalities for Children and Young
People in Tower Hamlets?
You will provide systems leadership to improve the health and wellbeing of
children and young people in Tower Hamlets through the implementation of
transformational change, with a focus on delivering a workplan to implement
healthy weight care pathways, workforce training and delivery of the Baby
Friendly Initiative.
Main duties of the job
The overarching goal of the role will be to reduce health inequalities through working to improve breastfeeding rates and reduce levels of childhood obesity. To achieve this, the role will play a role in contributing to the community providers health focus to deliver the Boroughs strategic approach to tackling childhood obesity, in partnership with Tower Hamlets Public Health team. This strategy aims to deliver the following outcomes.
- Every child in Tower Hamlets has a healthy weight
- All children and young people undertake the recommended amount of physical activity
- All children and young people eat a healthy diet
The role will work across universal 0-19 Integrated community health services, the council and wider partners (including the NHS, schools, children and family centres, and community and voluntary organisations) providing leadership and support to deliver an up-skilled workforce and implement care pathways that effectively contribute to improving breast-feeding rates, reducing childhood obesity and reducing inequalities.
The overall aim of the role is to provide systems leadership in
the area of infant feeding and child healthy weight. Working with universal
0-19 services and other partners to achieve an improvement in breastfeeding
rates and a downward trajectory in overweight and obesity levels in the Local
Borough of Tower Hamlets.

Job responsibilities
The
post holder will work towards achieving the key result areas in the Tower
Hamlets Childhood Obesity Action Plan, as defined above. Duties and
responsibilities are likely to change in line with the developing work
programme.
Leadership
1. To provide
systems leadership to ensure that clear, consistent and evidence-based messages
on infant feeding, healthy weight, physical activity and healthy nutrition are
delivered across multi-agency / organisational boundaries in Tower Hamlets.

2. To work with
the School Health and Wellbeing Service and Healthy Lives Team to promote a
borough-wide whole school approach which supports healthy eating and physical
activity and the maintenance of a healthy weight. (links to key result 3 and 4).
3. To work with
0-19 services, primary care, and physical activity and healthy eating services,
to ensure clear pathways of referral from universal services are in place.

4. To use a
range of different evidence-based child healthy weight interventions in
operation across other boroughs in the UK to support and strengthen existing
programmes and innovation to reduce the prevalence of childhood obesity in
Tower Hamlets. (links to key result 7).
5. To work with
the Health Visiting Service and the Community Infant Feeding Coordinator to
oversee the delivery of the Baby Friendly Initiative. (links to key result 8
and 9).
6. To actively
participate in the Tower Hamlets Infant Feeding Network and the LBTH Child
Healthy Weigh Healthy Services Working Group, providing reports as required.
Management
7. To provide
effective line management and support for the Community Child Healthy Weight
Advisor (CCHWA) and Community Infant Feeding Coordinator (CIFC).
8. To provide
guidance to the CCHWA in the detailed programme of support for staff in the
0-19 Service in relation to children and young people identified as overweight
or obese from the National Child Measurement Programme (NCMP). To evaluate
different models for lifestyle behaviour interventions undertaken as part of
the NCMP (links to key results 7).
9. To provide
guidance to the CIFC in the implementation of the UNICEF Baby Friendly
Initiative (BFI) within Health Visiting and the Community, including training,
clinical audit and other governance programmes in relation to activities.
10. In
conjunction with the Clinical Director 0-19 and Public Health Commissioners,
develop a strategic work plan with outputs in line with the LBTH Child Healthy
Weight Action Plan and key output areas (outlined above), and provide regular
reports on the outputs and targets achieved. (links to key result 7).
11. To collate
and report progress on performance of infant feeding and healthy weight interventions, these may include:
- Number of
school-based workshops on healthy eating and lifestyles for parents/carers and
number of parents/ carers attending
- Number of
training sessions on healthy weight held for front line staff and number of
staff from different services attending training
- Number of
staff attending breastfeeding and
infant feeding training
- Report
setting out proposed annual programme of lifestyle behaviour change
interventions and their evaluation
- Evaluation of
implementation of lifestyle behaviour change interventions
