Job summary

This role is vital to HCLs ability to provide support to its members so that they maximise the income achievable. The Additional Roles Reimbursement Scheme (ARRS), Partnership in Practice (PiP) and the Network Contract DES are complex in terms of the areas of work they cover and in terms of their evolving nature. Our members rely on us to keep them up-to-date with changes and to guide them through the myriad of information. This role will also provide wider support around general practice work including providing clarity/guidance on the Quality and Outcome Framework (QoF).

Main duties of the job

The role requires a highly motivated and organised person with a genuine interest in the health sector; someone who is detail-orientated and accustomed to providing senior level support; is adaptable and has strong interpersonal skills. A good understanding of the health environment and the ability to collate, review, analyse data and information in order to identify risks and realise opportunities. It also requires excellent interpersonal and communication skills. In addition, they need to have the confidence to know when to defer decisions and when to act autonomously.

About us

Healthcare Central London Ltd (HCL) is the GP Federation owned by our 33 General Practices covering the Central London (Westminster) area. The organisation supports 4 Primary Care Networks (PCNs). We operate several NHS contracts on behalf of our PCNs including a Community Dermatology Service; Community Cardiology Service and a Secondary Care Referral Service and an out-of-hospitals provision which is sub-contracted to our 33 General Practices.

On behalf of our practices we are the host employers of a large, and rapidly growing team of ARRS (AdditionalRoles Reimbursementscheme) roles including Clinical Pharmacists; Pharmacy Technicians; First Contact Physiotherapists; Dieticians; Paramedics; Social Prescribers; Care Coordinators, Digital & Transformation Leads, Nursing Associates, GPAs and Care Co-ordinators.

KEY TASKS AND RESPONSIBILITIES

Additional Roles Reimbursement Scheme (ARRS) management Accountability for the ARRS function including supervision of the ARRS admin role. Be fully informed on all aspects of the ARRS scheme including keeping abreast of updates and interpretations.Contract Management

Work alongside the Head of Operations to ensure that the requirements under the contracts are implemented across the organisation and member practices.

Understand every aspect of the local enhanced services contract known as Partnership in Practice (PiP) contract and the Network Contract DES (and IIF) and how they relate to the day-to-day work of General Practice.

Develop and implement a process and timetable for contract monitoring and performance management under the contracts.

Presentation of performance of above contracts performance ensuring a robust understanding of the detail in advance of contract meetings.

Follow-up actions from previous meetings including preparing any supplementary information to assure commissioners that we are meeting our obligations under the contracts.

Participate in preparatory meetings with colleagues so that any issues can be identified in advance of paperwork being submitted to commissioners.

Understand, highlight and document risks, issues and actions, ensuring early identification and proactive mitigation where possible and ensuring concerns are escalated promptly.

Communicate the changes to the contracts annually so that there is a clear understanding of the contractual commitments required and also engagement from all parties.

Present exception report information to Commissioners in the contract review meeting ensuring that the relevant information is clearly communicated and understood.

Manage the collation and delivery of any remedial action plans arising under the contract.

Prepare audits required by contracts.

Service Improvement

Develop and implement robust work processes and systems to ensure timely delivery against deadlines.

Work closely with other team members to improve current practices and processes to achieve best possible outcomes.

Support the team on the timely capture of lessons learnt.

Contribute to effective information management within the team.

Supporting the development of business cases for resourcing and project expenditure.

Continually strive to deliver business and function outcomes, ensuring value for money and greater efficiency.

Contribute to the financial delivery of the service, ensuring it is cost effective and delivered on time.

Supply relevant information to the finance function required for effective financial management including Activity reports which trigger payments.

In cooperation with the finance function maintain proper financial records relating to activity payments and medical equipment purchase and all income and expenditure.

Policy & Service Development
