Job summary

We are seeking a passionate and experienced Clinical Lead to join our Urgent Care Services team. In this pivotal role, you will provide dedicated professional medical leadership, drive clinical excellence, and ensure the delivery of safe, high-quality services. You will be responsible for various services including CAS, 111 First, Covid Medicines Delivery Service, and Home Visiting Services.

As a Clinical Lead for PHL Healthcare Urgent Care Services, your role is pivotal in providing dedicated professional medical leadership of the medical team and driving clinical excellence in the services provided.

  • Provide expert and credible professional leadership to your medical team.

Main duties of the job

As a Clinical Lead for PHL Healthcare Urgent Care Services (CAS, 111 First, Covid Medicines Delivery Service, Home Visiting Services), your role is pivotal in providing dedicated professional medical leadership of the medical team and driving clinical excellence in the services provided.

You will be accountable for the delivery of safe, and high-quality services. You will lead with integrity and truly care while always displaying compassion and advocacy for the patient. As a patient advocate you will commit to our culture that we continuously learn, listening to patients and strive to always be better. Your role therefore is crucial to improving the quality and value of care and shaping the PHL Healthcare organisational culture and strategic vision and communicating these to staff on the front line.

You have a shared responsibility for strategy, governance, quality, and operational decisions within the leadership team for the services and working closely with Clinical Director.

About us

PHL Group was founded in 2009 by a team of commercial partners and experienced General Practitioners with a clear vision of providing services that would contribute to and benefit the local healthcare economy. PHL (formerly known as Hampshire Doctors on Call) runs Integrated Urgent Care, which evolved from the former Out of Hours model, for localities in Hampshire and the Isle of Wight. All of the core services which look after patients with an urgent healthcare need are joined up together, and PHL work closely with system partners such as South Central Ambulance Service. The services we operate include call handling, telephone clinical assessment, out of hours home visiting services and some face-to-face Primary Care appointments services in Hampshire. In 2021 a newly formed Healthcare Division was created and incorporates PHLs Urgent Care, Primary Care and Youla Care Concierge Services. The new division combines PHL's healthcare operations into one team and utilises internal and external resources efficiently to achieve our organisations vision: to be an innovative healthcare enabler, known for providing a range of high-quality care.

Job responsibilities

  • Medical Leadership and Management
  • Provision of expert and credible professional leadership to your medical team and advice to PHL Healthcare Senior Management Team, Quality Committee, and other appropriate sub committees when required.
  • Professional governance and leadership of doctors working within your services ensuring a culture of compassion, trust and openness and accountability for delivery of strategic direction, values and objectives.
  • In collaboration with HR and the Governance team ensure that effective systems are in place for job planning, appraisals, and revalidation of medical staff and practicing privileges where appropriate.
  • Encourage and support the medical team to take responsibility for their own learning and development and be compliant with mandatory training and learning from audit, complaints, incidents etc.
  • Lead on the strategy for safe recruitment, selection, induction of the doctors under your professional leadership and management, ensuing that they are suitably qualified and trained and are competent and capable for their role and responsibility.
  • Ensure that the performance of medical staff is conducive to the delivery of the services objectives and the values of take the lead in implementing processes that identify, support and manage poorly performing doctors.
  • Lead on any disciplinary and performance issues within the services medical workforce in line with PHL policy
  • Responsible for promoting the health and wellbeing of the clinical team.
  • Is resilient and able to provide effective leadership to the team, including in situations that are unfamiliar, complex and unpredictable.
  • Provide teaching, mentorship and coaching as appropriate.
  • Work collaboratively with PHL Healthcare Clinical Director to deliver objectives and clinical strategy.
Clinical Governance
  • To work with the Governance Team and take accountability for the implementation and delivery of key clinical governance processes within healthcare services in line with PHL Group governance framework, IHPN Medical Practitioner Assurance Framework requirements and other appropriate regulatory requirements.
  • To consider with regard to Governance: NHS Standards for Health across England and other appropriate nations, Infection Control, Caldicott, Clinical Incident Reporting/Patient Safety Events, Safeguarding Children and Adults, patient experience, Complaints (not an exhaustive list) that you deliver compliance and adherence to the required regulation and standards.
  • Where applicable support the Registered Manager in CQC compliance
  • To lead on evidencing clinical effectiveness, quality outcome measures and patient safety within the services, supporting areas such as clinical audit. Participate in national and international benchmarking activities to drive clinical improvement.
  • Ensure training, significant events, complaints, audits, surveys and other professional service development activities are achieved to ensure the safe delivery of your services.
  • Involvement in regular Quality Assurance meetings with external partners such as ICBs.
  • Support quality improvement initiatives within the clinical workforce.
  • Undertaking investigations of complaints and suspected incidents within the service where appropriate.
