Job summary
PHL is seeking a dynamic an experienced Project Managerto support our fast-moving Healthcare Division. This will be for an initial 6-month contract. If you are passionate about project management and want to make a significant impact in healthcare, we want you to join our team!
Location:
Your base station will be in Kidderminster and travel will be required across:
- West Mercia (Shrewsbury, Telford, Kidderminster, Worcester, Hereford)
- Warwickshire Police (Nuneaton, Leamington Spa)
Main duties of the job
The post holder will be expected to progress projects and hold
colleagues and team members to account in a respectful, caring and
effective manner, to ensure successful delivery. The post holder will
also be expected to lead in a positive and professional manner and will
escalate any foreseen issues to Director level where necessary.
Scrutiny at a performance and operational level will be a necessary but
sensitive skill required for this post.
The post holder will need to demonstrate strong communication and
documentation management skills and a passion for supporting
customers.

PHL Group was founded
in 2009 by a team of commercial partners and experienced General Practitioners
with a clear vision of providing services that would contribute to and benefit
the local healthcare economy. PHL (formerly
known as Hampshire Doctors on Call) runs Integrated Urgent Care, which evolved
from the former Out of Hours model, for localities in Hampshire and the Isle of
Wight. All of the core services which look after patients with an urgent healthcare
need are joined up together, and PHL work closely with system partners such as South
Central Ambulance Service. The services we operate include call handling,
telephone clinical assessment, out of hours home visiting services and some face-to-face

Job responsibilities
Programming Planning and Management
- Take direct responsibility for the planning, implementation of programme
and project deliverables, to time, within budget and as per the customers
service specification.
- Bring the wider service delivery team and development team together to
ensure robust links across other PHL programmes and projects.
- Contribute to transformational change and improvement, taking a lead
for identified areas where agreed.
- Manage the TUPE process (both in and out) including the due
diligence, consultative and data transfer processes
- Provide relevant and timely updates on own portfolio of
projects/functions to Director of Development
- Work with members of the Healthcare Division team to investigate the
causes of any variance from target/plan and proactively contribute to the
implementation of solutions.
- Ensure there is an audit trail for all changes in accordance with the
document management process in place.
- Ensure that PHLs risk register process is a living and breathing
process which has value and holds everyone to account.
- Work in partnership to support business needs and requirements. Be
sensitive and mindful of the impact of change whilst ensuring this
doesnt impact on delivery.
- Identify and assess possible responses to service improvement
opportunities, interpreting service requirements, carrying out detailed
requirements analysis, and option appraisals.
- Report where key recommendations on changes to procedures and
processes are required.
- Work jointly with and support senior colleagues to analyse requirements
for agile working requirements within the PHL 3-year strategy.
The post holder will work with various stakeholders to implement new
initiatives and deliver organisational change this may not always be
welcome! The ability to communicate and seek and secure buy in from
colleagues and more junior staff is crucial and other facets include:
- Attend/Chair meetings at appropriate Programme Board, Mobilisation
Meetings and Stakeholder Groups.
- Contribute to communication/briefings within PHL and potentially with
customers including commissioners and fellow healthcare provider
partners.
- Being a visible senior manager in the business, with the credibility
and gravitas to inspire others, be them internal or external.
- Enabling others to support the project management and performance
delivering, where in some cases individuals are under pressure or
have conflicting workloads, being sensitive yet tenacious to achieve
shared company objectives.
