Job summary
Brent Beacon PCN is a newly formed,
forwardlooking Primary Care Network bringing together aligned practices to
deliver modern, accessible and highquality primary care. The PCN Manager is
the central operational lead for the network responsible for daytoday
delivery, compliance, financial oversight, workforce coordination, digital
transformation and strategic development.
Main duties of the job
The PCN Manager will oversee the day-to-day operational running of Brent Beacon PCN, ensuring full delivery of all PCN DES services and transformation programmes. The role includes managing performance, KPIs and reporting; coordinating the ARRS workforce; and maintaining financial oversight, including budgets, claims and contracts. The manager will lead digital and operational improvement initiatives, ensure governance and compliance standards are met (including DSPT and CQC-aligned requirements), and oversee delivery of the Enhanced Access service. The postholder will also manage stakeholder communication, organise PCN meetings, and support estates planning, rotas and cross-PCN service coordination.

Job responsibilities
1. PCN Coordination & Delivery
-
Lead
daytoday operational management of the PCN.

Ensure
full delivery of all PCN DES service specifications including Enhanced Access SMRs, Personalised Care and Early Cancer
Diagnosis.

Mobilise
new services and NWL Enhanced Services ensuring delivery of KPIs.
-
Produce
weekly updates, dashboards and escalation reports for PCN leadership.
2. Programme, Performance & KPI Management
-
Deliver
PCN transformation programmes including access improvement, digital
optimisation, LTC models and MDT expansion.

Manage
IIF (where applicable), CAA, EA DES reporting, GPAD validation and NWL ES
dashboards.

Run
searches, track outcomes and provide datadriven recommendations.
3. Workforce & ARRS Management
-
Oversee
the full ARRS lifecycle including recruitment, onboarding, job planning and
supervision.

Submit
monthly ARRS claims with full audit trail.

Maintain
ARRS budget tracker and ensure role deployment aligns with population needs.

Support
MDT integration across practices.
4. Financial & Contract Management
-
Maintain
oversight of the PCN budget including DES income, ARRS, EA DES and Enhanced
Services.

monthly/quarterly claims and reconcile invoices.

Provide
monthly financial reports and maintain auditready documentation.

Oversee
contracts and SLAs with suppliers, agencies and digital providers.
5. Digital, Data & Operational Transformation

Lead
the PCNs digital strategy including online triage, telephony optimisation and
patient communication systems.

implementation of shared records and NWL digital initiatives.

Improve
data quality across practices and support population health dashboards.

Implement
workflow redesign to improve efficiency.
6. Compliance, Governance & Quality Assurance
-
Lead
DSPT Toolkit completion and IG compliance across the PCN.

Maintain
PCN-wide governance including risk register, audit cycles, policies and
incident reviews.

alignment with CQC governance requirements for PCNdelivered services.
7. Enhanced Access Service Management
-
Lead
operational delivery of the Enhanced Access service.

Manage
rotas, induction, governance and utilisation metrics.

Ensure
compliance with workforce and appointmenttype reporting.
8. Stakeholder Engagement & Communication
-
Act
as the primary operational contact for practices, ICB, borough teams, community
providers and VCS partners.

Organise
PCN meetings, MDT forums, operational huddles and stakeholder groups.

agendas, minutes and action logs.
9. Estates, Rota & Service Management
-
Support
estates planning including room utilisation and shared hub coordination.
