Job summary

The Northolt Greenford Perivale (NGP) Primary Care Network is looking for a driven, collaborative, and strategically minded PCN Manager to support the delivery and development of primary care across the network. This is a rare opportunity to join a high-performing PCN and work closely with two experienced Clinical Directors to shape the future of primary care for over 70,000 patients.

Contract 12 Months Fixed Term Part-Time 10 hours per week

Main duties of the job

Support the Clinical Directors in delivering all PCN DES, IIF, and enhanced service requirements.

Oversee service development, monitor delivery against KPIs, and lead performance reporting.

Assist in data collection, audits, and evaluation to inform continuous improvement.

Contribute to the implementation of governance and compliance frameworks (e.g., DSAs, DPAs, Network Agreements, GDPR, FOI, health and safety).

Coordinate PCN-wide operations, including service planning.

Ensure compliance with national and local contractual obligations.

Maintain oversight of financial systems and reporting.

Lead and support collaborative working between practices and partner organisations.

Job responsibilities

Stakeholder Engagement

Build and maintain effective relationships with Clinical Directors, Digital Transformation leads, Network Manager, Practice Managers, GPs, and wider ARRS teams.

Act as the PCNs primary liaison with commissioners, local authorities, federations, and external stakeholders.

Promote shared working across all 11 member practices to support integrated care and innovation.

Represent the PCN in collaborative system-wide forums and external meetings.

Performance Monitoring

Support the Clinical Directors in delivering all PCN DES, IIF, and enhanced service requirements.

Oversee service development, monitor delivery against KPIs, and lead performance reporting.

Assist in data collection, audits, and evaluation to inform continuous improvement.

Operational Coordination

Lead day-to-day operational management of the PCN, ensuring efficient service delivery across member practices.

Support the development and implementation of new services and care models across practices.

Oversee administrative and HR functions, including support for the GP Federation Manager and ARRS team.

Financial Oversight

Provide financial input in collaboration with the Clinical Director to Finance Managers.

Assist with contract and finance reporting across PCN.

Ensure financial decisions support long-term sustainability and service quality.

Qualifications

Essential

  • Educated to degree level or equivalent relevant experience
  • Leadership/management qualification or equivalent experience in healthcare
  • Understanding of NHS primary care structures
  • Project management or business qualification (e.g., Level 5, MBA)
  • Knowledge of QOF, Enhanced Services, and NHS long-term plans

Desirable

  • Project management or business qualification (e.g., Level 5, MBA)
  • Knowledge of QOF, Enhanced Services, and NHS long-term plans

Experience

Essential

  • At least 12 months in a senior healthcare management or operations role.
  • Experience managing multi-disciplinary teams and services.
  • Understanding of ARRS and PCN DES frameworks.
  • Experience in HR processes including recruitment, appraisal, and staff development.
  • Knowledge of the Local Area.
  • Excellent interpersonal, verbal, and written communication.
  • Confident working with a wide range of stakeholders including. clinicians and commissioners.
  • High proficiency in Microsoft Office and digital tools.
  • Ability to analyse data, manage risk, and maintain compliance.
  • Strong time management and ability to prioritise workload effectively.
  • Confident decision-maker and problem-solver.
