Job responsibilities

To be responsible for the effective management leadership of the organisation.

To work with the Directors and Board to develop the strategy of the organisation and annual business plans which ensure that the organisation remains valued and relevant to our practices and patients whilst operating in a financially sustainable way.

To work collaboratively with system partners and stakeholders and engage with them on equal terms to ensure that the organisation remains a sustainable and credible organisation within the changing health and social care landscape.To ensure that the company complies with company laws and fulfils all the requirements of registration with Companies House, and all other relevant legislation, regulations and policies.

Line manages the management team.

To lead on organisational development and play a key role in promoting a member practice and patient focused culture.

Oversee the financial strategy, planning, policies, and operations of the organisation.

Senior Risk Information Owner (SIRO) to ensure that the organisation has an IT system that complies with the requirements of NHS Digital and the NHS IT Strategy. This includes ownership of the Information Security Policy, the Asset Register and the deployment of suitably encrypted IT systems enabling multi-site working, home and mobile working.

With steer from the DHPL Board, identify new business opportunities and present them to the Board for consideration. To own procurement pathways from internal proposals to bid submission, the ability to create long term quality relationships with commissioners, stakeholders and future business partners is essential.

Ensuring all designated operational projects are managed effectively efficiently and to the highest standards, liaising with project leads on a regular basis and in compliance with all relevant legislation and regulations.

Ensure compliance with all operating policies to support overall organisational objectives.

Understand and embrace systems in place to monitor performance reporting systems with reference to key contractual obligations, making recommendations for improvements where opportunities are spotted.

Work alongside the DHPL Board to ensure that all Health and Safety, CQC and safeguarding standards and practices are at the forefront of all operational activities.

Ensure that all allocated projects are effective, safe, responsive, high quality and well-led, identifying, and escalating risks and concerns promptly to the Directors when necessary.

Understand the established complaints and significant events process and ensure that they are used appropriately.

Provide regular updates to DHPL Board on all operational projects at the monthly Board meeting.

Have an awareness of the various budgets, financial constraints and monitor income and expenditure with the Finance Manager on a regular basis.

Communicate effectively and sensitively with patients, carers and service users, colleagues, and staff, respecting everyones dignity and confidentiality.

Ensure that equality, diversity, and inclusion issues are adequately and effectively considered in the organisations operational plans and delivery and that all applicable legal obligations are met.

To achieve performance targets.

Show an awareness of operational and/or performance goals for each allocated project and ensure delivery.

Support the recruitment and induction of new team members as appropriate.

Ensure all staff associated with the DHPL projects meet all relevant training and regulatory requirements.

Represent the federation effectively and professionally to a wide range of patients, stakeholders, members, and partners including the Integrated Care Board in Herts and West Essex.

Managing the pastoral care for all employees as appropriate/ required to ensure that DHPL has a happy and productive workforce. This includes an oversight into staff absence, speaking to line managers regarding this and seeking further advice where appropriate.

The management of complaints about staff, between staff and from staff. This will be assessed on a case-by-case basis and escalated where necessary.

Based on NHS England opportunities to proactively put together business cases that will benefit the locality as a partner with DHPL and present to the relevant stakeholders and board members. This will enable facilitation of change in the local area and wider organisational initiatives.

Managing the ongoing issues and concerns in Primary Care by developing and maintaining strong relationships with local practice managers.

Writing and amending policies as required, ensuring that all staff have confirmed they have viewed and signed these.

Carrying out other duties as requested by the DHPL Board that are commensurate with the grade of this post which will often involve responsibility to deliver activities to tight deadlines.

Experience

Essential

• Experience of performance management, including appraisal writing, staff development and disciplinary procedures.
• Evidence of successfully developing and implementing projects including establishing working relationships with federation stakeholders.
• Experience of workforce planning, forecasting and development.
• Experience of working at a senior level in a project and/ or transformation and/ or business management area.
• Experience in effective chairing of meetings- including remote participants.
• Experience of developing primary care provision at scale, for example working with other federations or within a collaboration of practices.
• Experience of effectively delivering goals, targets and KPIs, both personally and through wider teams.
• Experience setting up systems and processes to manage an organisation.
• Experience developing policies and procedures.
• Experience of managing risk registers and audit cycles.
