JOB TITLE: Clinical Lead - Neurodevelopmental Services

REPORTING TO: Medical Director

Service Development

Lead the design, development, and implementation of a comprehensive all age neurodevelopmental assessment, diagnosis, and treatment service.

Collaborate with multidisciplinary teams to ensure clinical pathways are efficient, patient-focused, and aligned with the latest neurodevelopmental guidelines.

Develop and oversee the implementation of automated workflows for pre-assessment, clinical assessments, and post-assessment follow-up, aiming to optimise clinician time and improve patient outcomes.

Clinical Leadership

Provide expert clinical oversight for all aspects of the Neurodevelopmental Service, ensuring the highest standards of care to include coordinating the response to any issues raised by patients, families or other healthcare providers.

Ensure compliance with relevant clinical guidelines, including NICE and accepted diagnostic criteria (e.g., DSM-5, ICD-11) for neurodevelopmental diagnosis and treatment.

Support the integration of automation tools to streamline patient care (e.g., automated assessment tools, digital symptom tracking, e-prescribing, and follow-up reminders).

Monitor and evaluate clinical outcomes and use data-driven approaches to make continuous improvements.

Attend regular Clinical Lead and Medefer Clinical Governance meetings.

Provide regular updates and clinical reports to the Clinical Lead Mental Health on service performance, outcomes, and governance matters.

Be available to attend clinical pathway / engagement meetings with partners and external stakeholders when reasonably possible.

Team Leadership and Development

Recruit, manage, and mentor a team of clinicians, including but not limited to psychiatrists, psychologists, nurses and Allied Health professionals, with expertise in neurodevelopmental conditions.

Foster a collaborative, high-performance culture within the team, promoting continuous learning and professional development.

Undertake regular reviews and audits of clinician performance under their purview and provide feedback on an ongoing basis.

Work closely with the Clinical Lead Mental Health and HR department to ensure that your clinical team meet the requirements for practicing privileges.

Oversee and deliver the annual appraisal process for departmental clinicians as appropriate.

Provide leadership for developing Medefer's evolving model of care, encompassing clinical effectiveness, patient safety and patient experience, in collaboration with the Clinical Lead Mental Health.

Quality and Governance:

Ensure clinical governance and regulatory compliance, including safeguarding, data protection, and Care Quality Commission (CQC) requirements.

Lead on clinical audits, outcome reporting, and service improvement initiatives.

Ensure that data collected through automated systems is used effectively for patient care, quality control, and service development.

Promote and lead a culture of safety and quality, enacting Medefer's policies including the Significant Events and Complaints policies.

Point of escalation for departmental concerns.

Input into the development and implementation of the departmental Clinical Workforce Strategy, in alignment with the wider Mental Health Strategy.

Support the Chief Medical Officer (Responsible Officer) and Medical Director to ensure that Medefer meets the requirements for the Care Quality Commission and clinical quality components of our contractual obligations.

Work with the Chief Executive Officer and Medical Director to implement Medefer's Vision and Strategy.

Membership and attendance of the Clinical Governance Committee, in accordance with the responsibilities set out in its terms of reference.

Stakeholder Engagement

Collaborate with internal stakeholders, including the executive team, to align service delivery with strategic goals.

Provide clinical advice and support to the Service Delivery team, to facilitate the delivery of a high quality and performing service.

Act as a liaison with external organisations, including healthcare commissioners, insurers, and patient advocacy groups, to promote the service and ensure referrals.

Person Specification

Qualifications

Essential

• Substantive Consultant with at least 3 years in practice.
• Senior leadership experience at Clinical Lead or Clinical Director level would be ideal.
• Must be on the GMC Specialist Register and able to provide up to date documents in accordance with clinical compliance requirements
• Substantial clinical experience working in adult mental health, with a strong focus on neurodevelopmental assessment and management (e.g., ASD, ADHD).
• Proven experience in leading and managing clinical services, with a track record of implementing efficient processes and workflows.
• Knowledge and experience with using digital health tools and technologies to improve clinical service delivery.
• Strong understanding of clinical governance and regulatory requirements (e.g. CQC).
• Passionate about improving mental health care and delivering high-quality, patient-centred services.
• Strong leadership and communication skills, with the ability to manage teams and collaborate across departments.
• Strategic thinker, with a focus on efficiency, innovation, and continuous improvement.
• Tech-savvy and interested in leveraging automation and digital tools to streamline service delivery.
• Adaptable, flexible and an ability to multi-task.
• Positively contributes to change initiatives.
• Excellent teamworking skills, supportive of others and confident in sharing knowledge willingly.
• Experience in conflict resolution, and able to collaborate with others confidently.

Desirable

• Experience working in adult neurodevelopmental services.
• Experience in service development, particularly in building or scaling neurodevelopmental or mental health services.
• Experience in using electronic health record (EHR) systems and integrating automation into clinical workflows.
• Knowledge of project management and operational efficiency methodologies (e.g., Lean, Six Sigma) in healthcare settings.
