North Central London ICB has successfully secured Department of Work and Pensions funding to become a DWP Workwell Vanguard site and subsequently deliver a WorkWell Partnership Programme. The WorkWell Programme aims to support our local people with low-level health and or disability needs and help them overcome barriers to start, stay or remain in work.

The Learning and Change Manager will be the ICB's accountable lead for the WorkWell Partnership Programme (WWPP), working with Local Authorities, Primary Care, Integrated Neighbourhood teams, DWP, DHSC, VCSE and Employer networks (to name a few) as well as the WorkWell Service Provider.The postholder will collaborate with NCL system partners across sectors to design, implement and mobilise WorkWell services. This will help to improve health inequalities across Barnet, Camden, Enfield, Haringey and Islington.

Main duties of the job

NCL ICB is seeking a postholder who is dynamic, has a genuine passion for reducing health inequalities and has experience of working with partners to mobilise a service which will support people to start, stay or thrive in work. The postholder will provide strong system leadership and programme management across the NCL geography.

This is a strategically important role where the postholder will be expected to:o Collaborate with partners across the system to lead operational delivery, assurance and oversight of the WorkWell programme.o Create the conditions for co-designing a sustainable system-wide Integrated Work and Health Strategy.o Manage relevant programme budgets associated with the Integrated Work and Health Strategy.o Support ongoing learning, change management and quality improvement of the WorkWell programme over the 18-month pilot period.o Lead the creation of the programme design and delivery infrastructure with partners.o Ensure the programme meets all required delivery standards and timelines.o Commission delivery partners and ensure successful delivery against specifications.o Build and secure stakeholder engagement to programme success across all sectors and groups, socially employer networks.o Support programme oversight and scrutiny by reporting to ICB's Multi-agency Advisory Group, Supply Board and People Board.o Report formally on progress through ICB governance processes and informally to partners and stakeholders.

  • Educated to master's degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist clinical/ operational or workforce role

Desirable

  • Member or Fellow of CIPD or other relevant professional body
  • Professional or Postgraduate qualification in specialist strategic workforce/ clinical or operational area

Experience

  • Evidence of continued professional development
  • Experience of managing complex operational/ clinical workforce programmes
  • Experience of applying service transformation and redesign methodologies to improve service delivery models including associated workforce changes.
