Job summary

This role will provide leadership and direction to underpin the ICBs role in system oversight, delivery and performance assurance. The post holder will work in a matrix style across the organisation, providing technical expertise and leadership in managing the system framework for monitoring system performance and delivery. They will provide intelligent reporting and assurance to key BSW boards.

Main duties of the job

Manage quarterly updates on progress against actions in the ICB's Annual Operational Plan and Strategic Outcome Framework.

The post holder will be required to communicate and provide highly complex information to a wide range of internal and external stakeholders.

Present highly complex information about projects, programmes and services to a wide range of stakeholders in a formal setting.

Produce, programme manage and update the schedule of key events including the performance reporting schedule for system and ICB oversight boards.

To provide expert advice and training for senior managers across the organisation to implement the performance management framework and establish robust performance monitoring.

Produce and lead on the effective communication of a meaningful picture of the organisation's performance position using a wide variety of data and intelligence, including though attendance at relevant meetings.

To build relationships with and provide specialist development support to colleagues at all levels to ensure the implementation and effective use of performance management techniques throughout the ICB and embed a performance culture throughout the organisation.

Knowledge, Training and Experience

Essential

  • Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
  • Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent
  • Evidence of continuing professional development
  • At least three years' experience of working at a senior level within a performance management role within the NHS
  • Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement
  • Excellent knowledge and understanding of NHS systems and processes.
  • Experience and expertise in performance improvement initiatives
  • Experience and understanding of evaluating and measuring the performance of health services.
  • Experience of interpreting national policy for implementation
  • Ability to absorb and interpret new guidance issued by NHS England and advising others on the implementation of the guidance

  • Must be able to provide and receive highly complex, sensitive or contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups
