Job summary

Contracting is a statutory responsibility for the ICB.

By its powers under the National Health Service Commissioning Board and Clinical Commissioning Groups (Responsibilities and Standing Rules) Regulations 2012 (as amended), NHS England mandates that the NHS Standard Contract must be used by ICBs and by NHS England when commissioning NHS-funded healthcare services.

Main duties of the job

The contracts team provide technical contractual expertise support to the portfolio leads within the organisation who hold performance responsibility for services within contracts.Provide high quality contract management support, initiative and administrative support including information and analysis.The post holder will undertake reporting and analysis of information to support contracting of services, the management of the contract during its term and enacting the contractual arrangements from portfolio leads across the ICB.The post holder is a key member of the team whose overarching goal is to enable, promote and support the effective use contracting and support a portfolio of contracts, liaising with portfolio leads across the ICB.The job description and person specification are an outline of the tasks, responsibilities and outcomes required of the role. Working RelationshipsThe post holder will be required to maintain constructive relationships with a broad range of internal and external stakeholders.To foster excellent relationships with Providers, engendering honest and open communication and mutual respect between clinical commissioners and providers Contract Officer Band 5Participate in relevant internal and external working groups/projects, services, and initiatives to provide, information and contractual advice to portfolio leads.Liaising with portfolio leads and ICS Delivery Groups to ensure that activity, financial and quality related requirements that are discussed in non-contractual forums are recorded for contractual management purposes.Communicate information and issues, including briefings and reports, to job manager, portfolio leads, and ICS Delivery Groups as appropriate.

Functional ResponsibilitiesProject ManagementTo support the end-to-end contractual pathway including contract award, leading on contractual documentation, supporting commissioning portfolio leads with in year contract management and responsibility for reporting contractual performance against key indicators. Any variances to be investigated and escalated to the appropriate portfolio lead;To support ICB portfolio leads in preparing for end of contract term, ensuring communication with ICB portfolio leads for early planning.Provide administrative support to provider performance meetings, including supporting portfolio leads in the ICB to lead the process, minute taking, agenda support , management of issue logs/action trackers and follow-up of actions required in between meetings, all within agreed timeframes.Where delegated to do so, represent the ICB at contract review meetings and other contractual fora.Manage documentation throughout the contracts process, ensuring that contract documentation is kept up to date, including records of routine correspondence and disputes.Ensuring contractual amendments are enacted and documented in response to service change proposals;To support portfolio leads in using the contract alongside to hold providers to account for delivery of services and performance where this is not undertaken in ICS Delivery Groups.Undertake information/project analysis as agreed with job lead.
