Accountable to the Director of Nursing (Health and Care Integration), with delegation of functional responsibilities the Deputy Nurse Director will bring their unique professional nursing perspective, informed by their expertise and experience, on health and care issues to underpin the work of the ICB.

In addition to providing nurse leadership, the post holder will be required to provide broader clinical expertise across all professional groups, both within the Places, the ICB and across partner organisations in delivering the strategic objectives for the ICB.

The post holder will work with the Quality and Nursing team and clinical leaders from across the place system and wider ICS in transforming the way that services and pathways are improved to enable better outcomes for patients and address health inequalities.

The post holder will work closely with the clinical leaders and managers across the ICS and at Place to develop integrated and collaborative working with key partners and providers, ensuring quality and patient safety are integral to the delivery of the ICB strategic plans and that the nursing resource is used effectively to meet the needs of our population.

The post holder will develop open and constructive partnerships with neighbouring Places across the ICB, as well as with the Nursing Directorate of NHSE and partner agencies including the Local Authorities and District / Borough Councils and a variety of patient and public groups and forums as necessary, to ensure the qualitycomponents of the contracts reflect the commissioning intentions, learn and share best practice.

The post holder will participate at regional and national levels on professional nursing and corporate issues, developing partnerships and networks to influence positive change, raising the profile of the ICB.

The post holder will provide and receive highly complex, sensitive and contentious information, including presenting information about projects and dependencies to a wide range of internal and external stakeholders in formal settings.

The post holder will be expected to manage potentially challenging situations with staff and stakeholders within change programmes for successful outcomes.

The post holder will employ highly effective communication, negotiation and influencing skills to enable stakeholder relationships to deliver objectives with Internal leaders and External organisations.

The postholder will be required to work across the ICB footprint, leading on specific portfolio areas where relevant, to support matrix working and ensure full utilisation of skillset.

The post holder will use analytical and judgement skills to make decisions on highly complex areas and compare options which may have unique characteristics or are made up of several components which may be conflicting.

The post holder will, together with the Director of Nursing act as a source of professional/clinical advice to the ICB, Clinicians and Managers

The post holder will work in partnership with others as appropriate to investigate complaints and clinical incidents reported to the ICB or Place, in a professional and sensitive manner ensuring learning is disseminated and incorporated into ICB policies and/or contract requirements, as appropriate. To provide leadership and support in cases whereby there is escalation and inability to resolve complaints or where there is reported dissatisfaction in the initial outcome.

Qualifications

Essential

• Educated to masters level or equivalent level of experience of working at a senior level in a relevant specialist area
• Extensive knowledge of specialist areas acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to masters level
• Significant evidence of continuing professional development or management qualification
• Active on NMC Register as a Registered Nurse
• Commissioning expertise in a healthcare environment with a focus on quality and outcomes
• Professional credibility in field of previous practice
• Knowledge of change management methodology
• Evidence of advanced key board skills plus EDCL or proof of ability in word / Microsoft office

Skills and Attributes

Essential

• Ability to build and maintain trusted stakeholder relationships and wide support networks in a political context e.g. NHS in North Yorkshire
• Excellent written and verbal communication skills, ability to communicate highly contentious and / or sensitive issues of information to senior managers, external agencies and others.
• Working knowledge of Microsoft Office with intermediate keyboard skills
• Ability to prepare and produce concise yet insightful communications for dissemination to senior stakeholders and a broad range of stakeholders as required
• Ability to act upon incomplete information, using experience to make inferences and decision-making on highly complex issues
• Ability to analyse numerical and written data, assess options and draw appropriate conclusions
• Demonstrated capability to manage own workload, and make informed decisions in the absence of all required information, working to tight and often challenging

Experience

Essential

• Significant management experience at a senior level in the NHS or other public healthcare related industry. Significant experience of working in a variety of settings across the health economy with recent experience of working at a senior management level within a healthcare environment.
• Experience of successfully implementing Quality, and/or Safeguarding strategies organisation and health economy-wide
• Experience and/or understanding of Local and Regional Health Economy
• Proven experience at Board Level Experience and understanding of project management methodologies
• Experience of successfully operating in, and delivering priorities, in a partnership environment
• Teaching and presentation skills to a very high standard
• Extensive experience of managing staff.
