Priority is given to those currently working in the Humber and North Yorkshire system.
We are looking for an experienced operational leader, with a
strong track record of transformational change and delivery, with a passion for
improving health outcomes through their work to undertake the interim role of
Chief Operating Officer (COO) for the ICB.
The interim COO will be responsible for leading on the
day-to-day operations of the ICB, overseeing and coordinating the planning
process and the rapid mobilisation of the plans with system partners to ensure
the system delivers against its objectives, providing leadership across the
system to ensure that opportunities to drive improvements in population
outcomes are harnessed. Working in partnership with wider system leaders, the
role will focus on collaborating to make real transformational differences for
our local communities, leading on service delivery, recovery, and system
development.
The interim COO reports directly to the ICS chief executive and
is a voting member of the Integrated Care Board.
Main duties of the job
The role holder will oversee and coordinate
the planning process and mobilisation of plans to deliver system objectives.
The role holder will focus on performance
improvement and recovery in UEC and elective care.
Lead the work on stabilising and transforming
primary care, working with GP colleagues and leaders across the system.
Provide line managment to the ICB place
directors and support them in the development of joint committees and input to
neighbourhood health service delivery.
Act as the lead for specialist commissioning
and the development of strategic commissioning agenda across the system.
Oversee the work on population heath and
reducing health inequalities.

The Interim Chief
Operating Officer is accountable to the ICB for all matters, relating to the day-to-day
operations of the ICS and in particular the delivery of agreed goals and
targets for service delivery and recovery, system development and the overall
performance of the ICS. This also includes planning and policy development as
it relates to executing the strategies of the ICS.
The postholder will be responsible for
building partnerships and collaborating with wider ICS system leaders including
provider collaboratives, public health, primary care, local government,
voluntary and community sector, other partners, and local people to make real transformational
differences for the population through local, regional, and national forums.
The postholder will provide leadership and
influence across the ICS to ensure that opportunities to drive improvements in
population outcomes which includes collaborating and providing leadership with
key partners (across health, care and wider) to break down barriers, drive
innovation and achieve agreed deliverables.
Alongside other members of the ICB the postholder
will work to develop digitally enabled transformation and the clinical and care
elements of a sustainable People Plan for the ICS workforce.
