Job summary

NHS Humber and North Yorkshire Integrated Care Board is seeking an experienced Senior Emergency Preparedness, Resilience and Response Manager to join our EPRR Team which is responsible for providing strategic leadership and direction on the resilience and responsiveness of NHS Services across the integrated care system and internally within the ICB.

The successful candidate will have a key role in the development of emergency plans for the ICB and the system, liaison with a wide range of stakeholders, contributing to the overall assurance of the ICB and the system, and project work associated with the development of training and exercises.

Working within the Chief Operating Officer's directorate, the postholder will maintain and enhance the emergency preparedness, resilience and response capability of the Humber and North Yorkshire Health and Care Partnership. This includes working with internal business continuity planning across the Corporate Affairs portfolio.

The post will be busy and rewarding, offering opportunities for personal growth and development.

Main duties of the job

The postholder will provide support to the Head of Resilience and Operations around system resilience and EPRR.

The postholder will have experience of EPRR, and a good understanding of the structures and governance required of NHS organisations.

The postholder will need to be an excellent and confident communicator to facilitate the liaison with multiple stakeholders and the development of emergency plans and procedures across the system.

The postholder will support with projects to improve the resilience of the ICB as an organisation and the Integrated Care System, including development of training and exercises.

About us

NHS Humber and North Yorkshire Integrated Care Board (ICB) is responsible for planning and arranging the provision of NHS services to meet the diverse health needs of a population of 1.7 million people. Our area reaches over 1,500 square miles and includes the cities of Hull and York and the large rural areas across East Yorkshire, North Yorkshire and Northern Lincolnshire. The ICB is part of the Humber and North Yorkshire Health and Care Partnership, one of 42 Integrated Care Systems (ICS) across England to meet health and care needs, coordinate services and plan in a way that improves population health and reduces inequality between groups. The Health and Care Partnership comprises of NHS organisations, local councils, health and care providers and voluntary, community and social enterprise (VCSE) organisations.

The post is in a small but busy, close knit team working across the organisation and system. The ICB offers a flexible working policy, and the EPRR team works to a hybrid model between home and various ICB/provider bases as required.

Provide support to the Head of Resilience and Operations around system resilience and EPRR

Act as an Operational EPRR Staff member during responses and during escalation.

Support effective working practice between the wide range of internal and external stakeholders acting as both mediator and coordinator in times of escalation and surge when pressures to make decisions swiftly is inherent

Responsible for the development of new and revised systems and processes around the emergency preparedness, resilience and response agenda. Ensuring that the ICB and the wider health and care system is aware of their responsibilities and required actions in times of system pressure-escalation. Delivered through engagement and involvement with a wide range of stakeholders in accordance with national and local guidance on emergency preparedness, resilience and response..

Responsible for establishing positive relationships with all levels of clinical and non-clinical staff, staff from other health and care organisations and the wider public sector including all multiagency partners that are part of the Local Resilience Forum or have a role in responding to incidents (for example, voluntary sector organisations).

Lead projects related to the national and local requirements for emergency preparedness, resilience and response as required

Representation and/or lead, as required, defined groups, meetings and forums with other members of HNY ICB, Local Authorities, health and care providers and other external agencies

Collate as required, qualitative and quantitative information and lead appropriate analysis to develop robust plans to support emergency preparedness, resilience and response

The postholder will be responsible for ensuring that there are systems and processes in place to formally log decisions made in an emergency situation, training and exercises and other situations where a systematic recording of actions and outcomes are required.

Analyse, interpret and present data to highlight issues, risks and support decision making.

Along with other members of the EPRR Team, design and delivery of EPRR training packages.

Supporting the Head of Resilience and Operations in EPRR exercise design and facilitation within the ICB and for the wider health economy.

Contribution to the annual self-assessment process for the NHS Core Standards for EPRR for both the ICB and the wider health system.

Line management responsibilities.

Lead on the development of short, medium and long term planning for EPRR in line with the teams overarching strategy.

To carry responsibility for developing policy, procedure and standard operating procedure.

Production of strategic reports and briefings for the ICB and partner organisations.

Procurement of specialist emergency planning training where appropriate ensuring value for money and managing budgetary requirements allocated to projects.
