Job summary

HNY Cancer Alliance is an evolving and expanding programme management office, with seven complex programmes of work focusing on improving cancer operational performance, increasing awareness of the signs and symptoms of cancer, encouraging timely presentation, achieving earlier diagnosis and faster diagnosis, reducing treatment variation, and improving patient experience and engagement in cancer diagnosis and care.

The Senior Manager: PMO is new role, is fixed term for 18 months, and has been developed to support HNY Cancer Alliance with developing its senior programme leaders. The HNY Cancer Alliance team has expanded quickly since January 2023, and in order to deliver on its ambitious and complex operational plan for 23/24, this post has been created to provide expert programme management office knowledge to our programme leads and offer flexible senior programme management leadership support across the programme, with an initial focus in the Awareness and Earlier Diagnosis Programme.

Main duties of the job

The Senior Manager: PMO will offer consultancy on best PMO practice, will provide training and education to our programme leads and will deliver a defined number of deliverables in the Awareness and Earlier Diagnosis programme in line with the 23/24 operational plan. The Awareness and Earlier Diagnosis programme has 22 detailed deliverables (attached) and the HNY Cancer Alliance executive team have acknowledged that without additional support, this element of the overall programme risks non-delivery. Therefore, the HNY Cancer Alliance are looking for an experienced and highly skilled Project/Programme Manager who has the desire to train and develop the project managers and programme leads of the future. The candidate must be an authentic leader, with a proven track record of successful project/programme management and developing the capability of others.

Develop a train the trainer model to ensure ongoing capability development of the team

Deliver a defined number of programme deliverables for the Awareness and Earlier Diagnosis Programme

This post will be fundamental to the effective delivery of the Alliances operational plan and supporting the delivery of national cancer ambitions across the ICS.

Roles and responsibilities:

To ensure effective delivery of pathway transformation as identified in the operational plan and aligned to wider Cancer Alliance, ICS and national priorities through robust project management.

The post holder will employ excellent communication and organisational skills to support complex pieces of work. There will be a strong emphasis on working collaboratively with all partners and building and maintaining close working relationships with clinical leads.

The post holder will play a key role in the decision-making process regarding elements of operational plan and the work plan for their programme, identifying interdependencies that might influence planning and delivery timeframes.

To co-ordinate the allocation of project resources to support the deliverables of the operational plan.

To deliver and define projects within agreed timeframes, but with an emphasis on pace, where opportunity affords.

To guide the translation of improvement priorities into tangible project objectives, outputs, and outcomes in order that the required impact is achieved.

The post holder will ensure that evaluation metrics are considered and defined from the outset of projects and co-opt the relevant function (e.g., patient engagement or business intelligence/data) to enable capture of qualitative and quantitative analysis.

The post holder will be responsible for establishing a SharePoint folder of core project documents that are compatible with those of the wider ICS and which enable rapid mobilisation of projects, effective reporting and risk management.

The post holder will guide their team and key stakeholders in the assessment and completion of Equality and Quality Impact Assessments for relevant pieces of work. This will include ensuring that a consistent approach and standard template is used to capture the assessment; and that review is coordinated through the appropriate governance channels.

The role will support the assessment, management and mitigation of risks and issues across projects, and be responsible for prompt escalation to the Deputy Managing Director in the event that project resilience and effectiveness may be compromised.

To help inform the Deputy Managing Director in budgetary decisions specifically the allocation of resource across pathway priorities and at times of operational planning. This will include monthly review of spend. Additionally, the post holder will support any procurement processes related to the projects.

Support the development of business cases that demonstrate need, relevant options, and value for money.

Support clinical, operational teams and partners to access funding to support transformation across cancer pathways, ensuring all submitted proposals have been correctly aligned to the funding process.

Maintain appropriate records regarding project spend, managing orders, invoicing and recharges - constantly striving for value for money aligned to Alliance administrative processes.

The post holder will coordinate the delivery of appropriate gateway reviews and decisions to proceed where projects may involve more than one phase/tranche. They will also be responsible for guiding effective benefits realisation and providing expert knowledge and advice regarding this.

To provide senior project support to the junior roles within the Alliance structure providing coaching and guidance as required.
