Job summary

The North West London Clinical Lead for Clinical Effectiveness has a critical role within the Integrated Care System. The post holder will lead a systematic evidence-based approach to quality improvement across North West London, to help to improve health outcomes for local residents across the entire Integrated Care System (ICS).

Building on successful models already established in North West London boroughs and elsewhere, the programme will bring population health management and learning together, to form the basis for personal, organisational and system development, and continuous improvement in outcomes.

The purpose of the Head of Clinical Effectiveness is multifaceted combining strategic and operational work. The post holder will work with clinical colleagues to lead the NW London Clinical Effectiveness programme and will be responsible for overall management of the programme.

The post holder will own the development, implementation and delivery of the programme, which will embed systematic improvement processes across NW London, work with Places, Federations and PCNs to support GP practices, help to build a successful ICS and improve health outcomes for residents across NW London.

Main duties of the job

This role requires strong, strategic leadership skills, critical reasoning, and numeracy, with the experience of stewardship of significant public funds, good governance and delivering impactful public outcomes.

Work alongside clinical leaders to develop and deliver the NWL CE programme, ensuring it positively impacts GP practices, Primary Care Networks and patient outcomes, and mobilises a NWL-wide quality improvement approach that supports the Integrated Care System

Oversee programme management, using agreed, evidence-based quality improvement approaches to deliver an effective service

Work with primary care commissioners to ensure alignment of contractual incentives to support practices implement quality improvement approaches

Ensure annual objectives are agreed, which support the achievement of the strategic plans

Prepare robust full business cases to develop or sustain services in line with the strategic direction of the developing ICS.

Communications & Relationships

Establish strong relationships within and external to the ICS and develop interpersonal, communication and negotiation skills in order to effectively engage a wide range of internal and external stakeholders, at national, London, ICS and provider levels, in order to facilitate the achievement of the NWL ICS strategic priorities and to deliver improvements in clinical effectiveness.

Engage a wide range of internal and external stakeholders to facilitate the successful development and delivery of the NWL CE service.

Ensure CE priorities and other key information is well-communicated to primary care ICS stakeholders.

To provide and receive highly complex, sensitive and contentious information, negotiate with senior stakeholders across multiple organisations on difficult and controversial issues.

Coordinate regular updates to the NWL CE Steering Group.

Be the accountable lead - and point of escalation - for ICS partners.

Manage day-to-day relationships across the system, alongside NWL and local clinical leads.

Decide on the line management structure of the team.

Financial and Physical Resources

Responsibility for the overall budget for the NWL CE service: accountable for delivering within the agreed financial envelope.

Staff Management and Leadership

The post holder will hold overall responsibility for staff management and leadership of non-clinical roles within the NWL CE programme

They will be directly responsible for line management of analysts, clinical system specialist and facilitators

Responsible for the day-to-day management of staff including work allocation, performance/attendance issues, participating in recruitment appraisal and development.

Work with clinical and operational staff to deliver specific service outputs, reviewing and monitoring work as required. This will include:

oSupporting clinical leads to coordinate and develop primary care friendly clinical guides and templates, that describe the needs of our local population and signpost to services.

oSupporting clinical leads to deliver education and training that supports the utilisation of guides - via existing forums and in conjunction with training hubs, e.g. PCN events/meetings, learning events, Primary Care webinars.

oSupporting analysts, clinical system specialist and facilitators to engage practices and primary care networks, to help them not only understand the data on their care processes and population outcomes, but to translate this into effective action using appropriate improvement methodology that supports learning.

oWorking with the NWL Business Intelligence programme leads to access, analyse and present data that helps to prioritise improvement activity and evaluate performance against key priorities.

To support team development and ensure managed staff are getting the necessary training and guidance to be successful.

Policy and Service Development

The postholder will be expected to interpret and locally lead the implementation of national policy for Health and Care.

The post holder will provide leadership and expertise in the delivery of the key deliverables in the NHS Long Term Plan.
