Job responsibilities

Leadership and performance management of the team to create the conditions where team members can deliver effectively.

Development and delivery of an effective performance and planning function, with clearly defined outputs and programmes of work.

Work with Deputy Director and Chief Finance Officer to set annual team priorities and translate this into team and individual objectives.

Facilitate an effective operating model by building and maintaining key relationships with ICB teams, NW London providers and ICS partners.

Lead key programmes of work as directed by the Deputy Director and Chief Finance Officer.

Contribute to ICS / NWL London work streams where relevant and ensure NW London programmes and resources contribute effectively to delivering the four ICS objectives.

Ensure local delivery against relevant local, NW London and national targets and plans

Be part of the senior management team, providing strategic leadership and representing the team at external meetings as required.

Deputise as required for the Deputy Director of Planning and Performance.

The post holder holds overall responsibility for ensuring the development of the following key outputs (not exhaustive and subject to change):

Annual Operating Plan

Annual Winter Plan

Ad-hoc National and Regional Planning Requirements

ICB Annual EPRR assurance returns and evidence of compliance

ICB Annual EPRR Assurance Report

x3 daily system wide scorecards (ED, bed and system partners capacity)

Daily SCC assurance reports

GOLD SCC summary and actions

Programme Management

Lead key programmes of work as directed by the performance and planning team priorities. This includes:

oEstablishing a clear programme of work and set of deliverables, articulating outcomes and benefits that will be delivered (clinical and financial), timescales for delivery and resources required.

oManaging projects and programmes to deliver to these agreed outcomes and timescales.

oEnsuring that the programme has robust management structures and processes including: delivery plan, risk and issue management, governance, reporting, change management, dependency management.

Staff Management

Complete appraisals and objective setting for direct reports and supporting staff development.

Demonstrate leadership in supporting development of team members to achieve their potential

Provide a coaching approach to encourage others to develop and actively create opportunities to enable everyone to learn from each other

Line management responsibility for direct reports.

Manage staff recruitment processes.

Where necessary, proactively manage poor performance, grievance and disciplinary issues in a sensitive and professional manner.

Responsible for the development, management and maintenance of systems and framework across the organisation.

Partners with the Information and Business Intelligence team to ensure that information management needs are meet in order to enable effective education planning and monitoring of Quality.

Research and Development

Develops an innovation strategy including research and development to identify, develop and promote best practice

Drawing from experience and expertise in other academic fields and industries, ensures that London benefits from relevant innovations

Highlight, promote and report innovative approaches to education and training, particularly their impact on service

Commission and co-ordinate a Research and Development strategy to drive innovation

Planning and Organisation

Accountable for developing and owning the operational strategy and working with the team to ensure that this is incorporated into the consolidated plan.

Develops plan for the delivery of the roles responsibilities including identifying interdependencies, managing risks, modelling the potential impacts on the wider organisation, determining resource requirements and building in contingency where necessary.

Contributes to the London NHS strategic planning process and delivery of priorities and manages consequential adjustments to activities responsible for as required.

Policy and Service Development

Working collaboratively to develop a faculty of local champions and leaders.

Promote the adoption of innovative strategies and techniques.

Responsible for proposing and drafting changes, implementation and interpretation to policies, guidelines and service level agreements (SLAs) which may impact.

Person Specification

Physical Skills

Essential

• Working knowledge of Microsoft Office with intermediate keyboard skills.

Experience

Essential

• Must have an understanding of the background to and aims of current healthcare policy in London and appreciate the implications of this on engagement
• Should have an appreciation of the relationship between NHS England and individual provider and commissioning organisations
• Significant experience of analysing complex data sets and sources of information to generate key insights

Qualifications

Essential

• Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
• Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to masters level equivalent
• Evidence of post qualifying and continuing professional development

• Ability to demonstrate a high level of expertise in providing senior leadership
