Job responsibilities
Maternity & neonate specific duties:
Maintain a clinical registration related to maternity or neonatal care, to provide expert clinically informed support for the following:
Strategic Leadership
oResponsible for the formulation and delivery of all aspects of NWL maternity programme strategy, ensuring required delivery of the three-year delivery plan for Maternity and Neonatal Services. This will include an increased focus on systems-based delivery and improving outcomes for our population.
oLead the maternity interface within the ICS to support collaborative working across health and social care demonstrating a broad understanding of the interdependencies and interrelationships between maternity, primary care, community and Local Authority
oLead partnership work to strengthen provider collaborative maternity transformation capability
oWorking with the NWL Local Maternity and Neonatal System (LMNS) reduce unwarranted variation across local maternity units, ensuring delivery of associated activity targets with a focus on safer care.
oLead the co-production and delivery of the NWL Perinatal Pelvic Health Service Project.
oLead the maternity & neonatal programme digital strategy, aligning priorities and objectives with the wider NW London digital strategy to meet national requirements e.g. ensuring providers are MSDS ready, development of digital handheld patient records and the development of interoperable maternity IT systems by 2024.Lead on the strategic clinical and business development and implementation of the Mum & Baby app.
oLead for maternity programme development ensuring delivery of key national, London and North West London (NWL) priorities and directives by delivery of high quality, safe and personalised care across NWL
oLead delivery of relevant maternity transformation and improvement initiatives relating to national and regional strategic objectives by working closely with NHS England and Improvement national and regional maternity transformation teams, Health Education England and Public Health England.
oRespond at speed to external factors (environmental, political, legal, social, organisational) influencing the system wide delivery of maternity services.
Assurance
oSupport the development of ICB assurance capability, noting implications for financial penalties to provides for non-compliance.
oEnsure that NWL maternity service providers deliver the required elements of the three-year delivery plan for Maternity and Neonatal Services
oLead the implementation of national maternity review recommendations, including the Ockenden review, to improve care and safety across NWL
oBy working with the NWL and provider BI analysts, lead on the use of effective system data management and reporting to enable meaningful benchmarking of practise performance and reporting of the programme metrics at NWL, regional and national level.
oLead management of system for monitoring and performance management of Maternity quality for the LMNS and identify relevant areas for improvement, in partnership with the ICB Quality and patient safety team.
oDeliver LMNS response to meet requirements of national regulatory bodies such as the Care Quality Commission (CQC).
Communication
oLead the programme strategy for engaging service user participation in maternity service improvement and transformation projects.
oEnsure effective communication and collaboration with multiple stakeholders, across organisational boundaries. Leading engagement with all stakeholders to agree appropriate action plans to deliver targeted service improvement and transformation.
oInfluence diverse groups of stakeholders to implement service transformation
oLink NWL providers, ICS programme teams and clinical teams, and the borough Based Partnerships with the NWL Maternity & Neonatal Programme
oCo-produce the delivery of maternal mental health services in partnership with the ICB mental health programme and stakeholders from across the system.
oShare learning and expertise on maternity improvement and transformation at local, regional and national forums.
oSupport the Maternity & Neonatal Voices Partnerships (MNVP) to influence ICB plans for improving safety, and for current and future population health management; working with NWL providers to ensure they have active MNVPs that can feed views on service provision in to service improvement plans in line with the latest NHSE guidance
oResponsible for the interpretation and implementation of policies and guidelines by keeping up to date with national and local developments, regularly conducts research into best practice models for achieving optimal outcomes in maternity/healthcare services and regularly provide expert advice to colleagues.
Team Leadership
oLead the programme of work to maternity service providers to deliver high quality maternity services in order to facilitate delivery of the ICBs and LMNS key strategic objectives, including targeting areas of poor performance
oWorking with the ICS HR teams design and put in place SLAs for service delivery with Providers across NWL to ensure system wide delivery relating to the implementation manager roles.
oEnsure team compliance with Standing Orders and Standing Financial Instructions in the discharge of this responsibility.
Financial and physical resources
oManage resources and budgets of the Programme and the associated projects within it. The maternity transformation funds in NWL are up to £3m per annum.
oHave budgetary responsibility for specific programmes, this includes evaluating value for money of contracts, monitoring the performance of existing providers and ensuring that provider performance complies with contractual terms and conditions
oProvide Advice to the NWL contract team on the maternity elements of provider contracts by ensuring all delivery elements of the Maternity programme are included appropriately
Key ICB duties:
Programme Management
Lead identified complex and strategic projects and programmes across NW London that are within the team portfolio, that may include the need for public engagement or consultations within the work plan
Establish a clear programme of work and set of deliverables, articulating outcomes and benefits that will be delivered (clinical and financial), timescales for delivery and resources required.
Articulate the transformation staffing requirement to deliver each priority and work with leadership team to identify suitable people to work on the programmes.
Manage projects and programmes to deliver to these agreed outcomes and timescales.
Ensure programmes of work are centred around reducing inequalities and agree clear, measurable metrics to assess progress
Ensure delivery of the NW London finance schemes associated with this programme.
Ensure that the programme has robust management structures and processes including: delivery plan, risk and issue management, governance, reporting, change management, dependency management.
Ensure regular programme board meetings are held and that these are effectively constituted to perform their role; receiving appropriate and timely information to do so.
Support local areas and providers in local implementation of models of care to agreed NW London principles.
Ensure proactive and effective links with enabling work streams including Business Intelligence, workforce and communications.
Through effective outcomes management ensure programme are delivering to constitutional standards.
Strong communication skills and relationships management required to enable delivery of complex work programmes working with internal and external partners including where divergent views and resistance to change
Promote a culture that embraces equality and strives continuously to reduce inequality in both access and outcomes for all NW London residents
Lead on strategic plans for designated areas - developing in partnership with residents and other stakeholders
Commissioning
Have a good working knowledge of NHS Standard Contract.
Where relevant, work with the Contracting Team, to translate strategic intentions and agreed care pathway changes, into robust measures written into contracts.
Where relevant, work strategically with the wider contracting team across NWL to ensure that the priorities articulated within the NWL Strategy, and any other national or local priorities, are embedded within contracts appropriately.
Be a source of knowledge to support local leads and partners, enabling best practice, ideas and issues are learned across the system.
Utilisation of professional experience in delivering impactful change for patients to ensure system approach to transformation and commissioning
Budget holder for a defined budget where responsibility has been delegated including supporting related contract management and performance oversight
Relationship Management
Develop and maintain a working relationship with local teams supporting them to deliver against their objectives ensuring consistent offer is available to patients across NWL.
Maintain current awareness of national drivers, ensuring strategic connections with NHSE/I care teams, to inform and shape delivery of new models of care.
Manage key relationships with other stakeholders, including NHS England (London Region) and the voluntary sector.
Ensure proactive and effective links and manage key relationships with other stakeholders
Work with local leads, to support monitoring and development of quality indicators, KPIs, clinical audit and local quality improvement schemes across service areas.
Ensure links and alignment with other transformation programmes and system-wide enablers in NW London, ensuring all stakeholders are effectively engaged and relationships are maintained and developed.
Support the development of outcome-based service specifications and support standardised contracting approach to deliver the desired outcomes
