Job summary

The North West London ICB is looking for an experienced Business Intelligence professional to join the team to fill the Population health management intelligence lead role for Bi-Borough Borough Based Partnership (BBP) covering the boroughs of Westminster and Kensington & Chelsea. The PHM Intelligence lead is an exciting role responsible for the development and delivery of an integrated partnership service that enables the delivery of Bi-Borough BBP priorities. The post holder will be working closely with the NWL Integrated Care Board (NWL ICB) Business Intelligence team and also colleagues across the Westminster City Council, Royal Borough of Kensington & Chelsea and the public health teams to deliver the data and analytical requirements for the various workstreams that support Bi-Borough BBP priorities.

The post holder will be expected to scope, design and iterate the boroughs reporting suite and generate the intelligence/insights drawing on existing reports and engaging with BI teams that support the providers across the Westminster and Kensington & Chelsea borough.

Main duties of the job

We are looking for someone with hands-on skills that will require the candidate to

analyse complex datasets using statistical approaches

direct the production of information reports

Develop the insights and intelligence focussing on addressing inequalities

Taking a population health management approach to analytics and utilising the linked dataset to identify cohorts for interventions

develop and deliver specialised training

contribute to the implementation of complex information projects

interpret client requests and develop local Statements of Work

The post holder is expected to develop and deliver the analytical services required for Bi-Borough borough based partnership and embed a population health management approach within the work of the partnership.

Strategic focus

Provide analytical insight to support the objective of the BBP priorities adopting a population health management approach

Assess the information needs of place-based care and delivery and ensure reporting systems meet these needs and to review these needs on a regular basis.

Advise and inform BBP director and senior leaders in the use of information in decision- making, planning, performance managing, commissioning and population health management.

Present highly complex information about projects, initiatives and services to a wide range of stakeholders in a formal setting and at board level.

Develop research which supports evidenced-based decision making and puts resident outcomes at the heart of what the partnership does

Operational focus

Co-ordinate data requirements with the data management team and ensure data required for analytics is available

Develop the analytical products in a range of different formats i.e. tableau dashboards, excel dashboards, Power BI dashboards, data and intelligence packs

To work with BI analysts to develop and deliver timely and accessible data and information that supports place-based working

To support the place-team to scope and brief effectively where ad hoc analysis is required from the BI team

To work corporately to support the Business Intelligence function

Foster good working relationships and develop a coordinated supportive approach to working with the NWL sector

To prioritise and coordinate tight and often conflicting deadlines with short-term and more involved, highly complex tasks at place and system level

Provide information and detailed advice to influence organisational policy across different areas such as Local Delivery Plans, Performance Management, Benchmarking, Service level agreement and Population health management

Responsible for the management of the development and delivery of new information systems and information flows to collect and store data, analyse and automate information reporting and presentation to support new services and different ways of working.

Management of analysis of highly complex and varied datasets, using advanced statistical techniques using Excel, Specialist statistical software including production of SPC charts, VBA and SQL programming skills.

Interpret and make judgements upon complex patient and service activity trends.

To interpret and present clear and unambiguous information to inform the functions carried out by the place-based teams

Identify and make recommendations for swift corrective action on risks, issues, conflicting priorities and dependencies,

Work with clinical colleagues and cross-functional teams to improve the way in which services are delivered

Identify key improvement areas as a result of changes in pattern, trends and understanding what the impact of possible interventions could be.
