Job summary
The Head of Alliance Programme Management & Operations
leads on the overall coordination of strategic programmes relating to the
alliance delivery plan and ensures that day to day operational management
processes are designed, implemented and adhered to relating to the governance
of key meetings and reporting for assurance purposes on these deliverables.
The role requires an exemplary programme management
background and the ability to multi-task numerous conflicting deadlines whilst
establishing strong working relationship with all key stakeholders in order to
work in partnership with a wide range of alliance partners on complex and
sensitive programmes.
The IES Alliance is a collaboration of organisations
dedicated to improving the health and wellbeing of our local populations in
Ipswich and East Suffolk. We are all committed to working together in a
more joined up way in the best interests of the people we serve. It is
the forum for primary and community service commissioning as well as the
delivery of the whole place-based strategy. We are moving away from
traditional commissioning models to a population health-based approach with ever
greater integration of health and local authority services and greater parity
between physical and mental health.
Main duties of the job
- To coordinate across the IES Alliance for the annual strategic planning process in terms of developing Alliance wide and ICB specific strategic and operational plans. This includes ensuring that the details within the NHS Long Term Plan and the Suffolk and North East Essex (SNEE) Strategic Plan, The Joint Forward Plan (JFP) and Commissioning Intentions are aligned and being delivered.
- To support the Alliance to articulate its vision and deliver its strategy through provision of a robust responsive programme management infrastructure, developing automated links/feeds where possible.
- To ensure all governance processes are in place and are efficient and effective, taking responsibility for the planning, monitoring, risk management, review, and reporting functions such as preparation of an annual delivery plan and working with ICB, ICS and Alliance colleagues.
- To ensure that the Alliance Committee, Executive Delivery Group (EDG) and Alliance MDT forward planning is developed in response to local, ICB and national needs and opportunities and to work seamlessly with all Alliance partners and lead on the operational aspects and the programme management function supporting these meetings- developing automated processes where possible with a view to write once and publish everywhere.
About us
The NHS Suffolk and North-East Essex Integrated Care Board
(ICB) plans and buys healthcare services for our population. This function is
commonly referred to as commissioning.
To do this, we work within a budget of around
£1.5 billion, which is set by NHS England, and work closely with local
government and the NHS providers in our area. Our performance is judged by how
well our local health and care system as a whole is working, including the
health outcomes of our communities.
The ICB has delegated some authority to the three
health and wellbeing alliances that operate in Suffolk and North-East Essex to
act on its behalf. This is to ensure that the needs of smaller, local areas are
addressed.
The ICB remains accountable for all of its functions, including
those it has delegated.
Local residents have a big role to play in the
operation of the ICB. We rely on the experiences and perspectives of our
communities to help shape our decision-making.
