Job summary

An exciting opportunity has arisen for a Deputy Director of Financial Performance, Analytics and Reporting to join the Commercial pillar of the Integrated Care Board. We are looking for a highly motivated individual, who will lead a small team working with all system partners to deliver forward focused financial performance information.

The wider multidisciplinary team looks after all aspects of contracting and finance for the services we plan and buy for our population, from planning to procurement and contracting through to monitoring and reporting. This role will be an instrumental part in delivering our ambition as part of the wider Resources Directorate. We want to be able to provide our population and our staff with the confidence that resources are being used transparently, supporting the benefits of population health improvement and fulfilling our statutory obligations and duties.

You should be able to provide strategic, and operational, financial leadership for a range of organisational and system priority projects as well as expert accounting and business knowledge, analytical support, and clear presentation of financial and business information to clinical and non-clinical colleagues.

Main duties of the job

You will work closely with the Assistant Directors across the Resources function to support multidisciplinary teams. As a result, you will demonstrate exemplary management skills, capable of bringing cohesion to a team with common aims and objectives.

Responsibilities include, but are not limited to:

  • To provide expert advice and guidance in business case development, for investment and disinvestment proposals.
  • Articulate complex financial scenarios and to play a problem-solving role within their area.
  • Lead the financial reporting aspects for the ICB and System, driving innovation in reporting and mechanisms to produce streamlined dashboards and a self-service approach.
  • Co-production of an Integrated Reporting Pack, working with peers across Quality, Performance and Workforce.
  • Ensuring that triangulation between activity, workforce, finance, and performance is intrinsic to our planning, reporting and reflection within the system.
  • Lead the system reporting to NHS England for finance.
  • Management of multiple senior members of staff.
  • To provide expert accounting and business knowledge, analytical support and clear presentation of financial and business information across the governance structure.
  • Ensuring the technical aspects of new payment and contracting models are well understood and embeded.
  • Support the strategic direction of the ICB aligning with the System Financial Framework and development of System Operating Budgets (through Service Lines and Stewardship)

The Mid and South Essex Integrated Care System will comprise the Integrated Care Board (ICB), which is the statutory body for the NHS, and the Integrated Care Partnership (ICP), which is a committee of the ICB, and brings together key health, care, community and voluntary sector organisations across the area.

The ICS has a bold ambition to deliver improved outcomes for our 1.2m population through our four Alliances, and we are placing clinical and professional leadership and the voice of our residents at the heart of realising this ambition.

Our Commercial team sits within the Finance and Estates Directorate of our ICB and the post holder will lead a small team working with all system partners to deliver forward focused financial performance information. As a system we aim to deliver financial sustainability, providing, transparency, efficiency, and value for money for our population.

Our financial performance, analytics and reporting, will be a hub for the exciting developments in train. The team will be responsible for empowering our system through future focused reporting and analytics. Working to support the building blocks required for effective stewardship within the system, the team will also face into the System PMO and System Costing Hub, supporting our significant efficiency and productivity agenda. The team will be instrumental in delivering the system plans and working across the whole commercial team who will be supporting the organisation to bring them to reality. These teams are multidisciplinary and as such you will be confident in your ability to lead multi-professional technical experts, drawing on the skills within the team and supporting the cohesion of the function.

By establishing clear and transparent funding arrangements, triangulated with activity and workforce within our system we aim to support our collective understanding of how resources are allocated across the system for both revenue and capital. For this, we need to be able to effectively anticipate and maximise revenue and capital resources, aligning outgoings within the context of our System Financial Strategy and Financial Sustainability Plan.

Developing an understanding of our system cost base and the behaviours of those costs will support us to utilise our system pound to best effect. We want to ensure value for money across the whole system by supporting our Integrated Care Partnership in the establishment and management of integrated fund arrangements, (such as the Better Care Fund) at place and across Health and Wellbeing Boards.
