Job Impact Summary
The Chief Partnerships and Integration Officer (CPIO) will work together with the ICB Board and service providers to ensure our Integrated Care System makes a real impact on the residents of Cambridgeshire & Peterborough, by delivering on its ambitions. The impact of this role is critical for the ICS and working together with the CEO, the CPIO will build true integration partnerships that are stronger together than they are as independent providers, and that are united around a single strategic plan that meets our ambitions for our residents.
They will lead and build systems and processes to ensure we are always listening, seeking appropriate counsel, and reflecting on improvements that would simplify our approach and be more impactful for our residents. They will build and inspire a smart, engaged team of people who work under a strong organisation with practical and simple policies and procedures.
As a leader they will ensure we are holding true to our values, statutory obligations and following best practice. As a manager they will ensure strong process and rigorous governance is applied with pragmatism.
Scope Summary
- To lead the delivery of the ICBs Peoples and Communities Strategy.
- To manage the network of partnerships across the ICS to ensure all partners are engaged and actively participating where they can best add value to the outcomes for residents.
- To lead the ICS Partnership to ensure full integration whenever possible with local government.
- To lead the delegation of delivery from the ICB Board to North and South Place, Children's Accountable Business Unit and Mental Health Learning Disability & Autism ABU, ensuring clear lines of accountability and transparency, together with robust governance arrangements that align to the ICBs Constitution and overarching governance framework.
- To build and lead the Communications, Engagement and Marketing (CE&M) function for the ICS, that leverages system partner capabilities, creates a strong relatable brand for the ICS and maintains our ambition to always listen to the asks of our residents, implementing new technologies to accelerate the CE&M function.
- To lead the commissioning of primary care services (GP, dental, ophthalmology, pharmacy), including oversight and delivery of the ICBs Primary Care Strategy and Sustainability plan.
Key Accountabilities
The CPIO reports directly to the ICB CEO. They will be managerially responsible for the following functional areas:
- External Affairs including Communication, Engagement and Social Marketing
- Partnership Agreements
- North and South Place Delegation
- Children's ABU Delegation
- Mental Health Learning Disability & Autism ABU Delegation
- Primary Care Commissioning
As the strategic partnerships and integration lead, the CPIO is accountable for all matters relating to the partnership agreements, and delegation to Place and Accountable Business Units.
Along with other executive members of the ICB, they will have an influential executive role and shared accountability for the development and delivery of the Operational Plan and Joint Forward Plan ensuring this reflects and integrates the strategies of all relevant partner organisations within the ICS.
The CPIO will be responsible for building partnerships and collaborating with wider ICS system leaders including provider collaboratives, public health, primary care, local government, voluntary and community sector, other partners, and local people to make real transformational differences for the population through local, regional and national forums. This will include delivery of the ICBs Peoples and Communities Strategy.
Alongside other members of the ICB, they will ensure that population health management, innovation, and research, supports continuous improvements in health and well-being.
The CPIO will influence and work collaboratively as part of a wider system to create opportunities to make sustainable long-term improvements to population health with key partners. This may include developing approaches which are non-traditional in nature, ambitious and wide reaching in areas which incorporate the wider determinants that have an impact on improving clinical outcomes, better life outcomes and reducing health inequalities for the population of the ICS.
Setting strategy and delivering long-term transformation
- They will be responsible for setting strategy for primary care services across the ICB area and will also be responsible for influencing and contributing to the ICB plans and wider system strategies of the ICS, with the aim of driving innovation in clinical outcomes, reducing health inequalities and achieving better life outcomes across the ICS. This will include creating and influencing leadership relationships and wide scale system change to ensure that the ICB acts as an enabler to harness system development opportunities to improve the population health of the ICS.
- As a system leader, they will provide leadership across organisational and professional boundaries to lead and facilitate transformational change for the ICS population.
- They will ensure that the ICB influences and seeks input from wider ICS system leaders including provider collaboratives, public health, primary care, local government, voluntary and community sector, other partners and local people to make real transformational differences for the population through local, regional and national forums.
Building trusted relationships with partners and communities
- Success in this role is dependent upon the implementation of clear partnership agreements across the ICS, including Place, to ensure the effective use of system resources through strong collaborative system decision-making.
- Ensuring and influencing strategic collaboration with ICS partners, clinical and care leaders across health and care at all levels of the system, this role will develop a collective strategic partnership approach for the ICB and place-based use of resources, through the effective and efficient use of ICB allocations and commissioning opportunities to meet the needs of the system population.
Leading for social justice and health equality
- Reducing health inequalities is a core objective of the ICB and the CPIO will foster a culture in which equality, diversity, inclusion and allyship are actively promoted across the ICS.
- They will drive innovative communication and engagement mechanisms on behalf of the ICB focusing on ensuring that inequalities across the system are highlighted and addressed.
- Promoting and enhancing strategic approaches to further develop personalised care locally so that the ICB achieves the best possible health and care for its communities.
- Ensuring the population needs are met through the appropriate allocation of resources in a system role, utilizing close working relationships with system partners to ensure investment and performance of resources is effective in assisting to reduce health inequalities across the ICS.
Driving high quality, sustainable outcomes
- Working with other ICB executive colleagues and ICS partners to collectively oversee the quality of all health services including implementing a safer just culture, safer systems, and safer care.
- As a member of the ICB, the CPIO will collectively work to address underperformance in a timely manner and promote continuous quality improvement through learning, improvement methodologies, research, and innovation. This will include embedding and delivery of system wide transformation and efficiency programmes, and any related recovery programmes.
- They will positively engage with key system leaders to collectively provide ICS leadership for the communications and engagement function within health and care.
- They will support wider executive colleagues in influencing strategic change and collaborative initiatives which have a direct impact on population health outcomes including key matters such as collective financial and contracting opportunities, future workforce supply, quality and safety initiatives and system wide joint working at a strategic board level with system partners.
- They will promote continuous quality improvement through learning, improvement methodologies, research, innovation, and data driven improvement initiatives both at a strategic and operational level.
- They will take action to ensure underperformance in any service commissioned by the ICB is addressed in a timely manner, working with the relevant providers and the NHS England Team as appropriate.
Planning and Organisation
- Lead the development of the clear plans to deliver the ICBs Peoples and Communities Strategy.
- Lead the development and delivery of the system wide plans for delegation of ICB functions to Place and other ABUs.
- Contribute to the development and implementation of general policy and system development.
- Ensure stakeholder representation is engaged throughout the improvement cycle.
Creating a compassionate and inclusive culture
- The CPIO will have responsibility for developing the integration and partnerships function, delivering elements of the Joint Forward Plan and for ensuring that work on equality, diversity and inclusion is taken forward.
- They will create and promote a culture of inclusive, professional leadership. They will be visible as a collaborative leader and role model, engaging health and care professionals across the whole system in the development and delivery of the ICB plan. This includes:
o Providing mentoring and support to other health and care professional leaders.
o Ensuring that health and care professional leaders are supported to perform their roles and given opportunities to develop.
o Ensuring that the talent management and development of health and care professional leaders is embedded at all levels of the system.
