As the NHS evolves, ICBs are central to leading a new model of health and care. This includes shifting the focus from treatment to prevention, from hospital to community, and from analogue to digital, while embedding equity and value in every decision. The Cheshire & Merseyside ICB is ambitious in this agenda, with priorities ranging from tackling inequalities; financial recovery and urgent care improvement; to advancing the Net Zero agenda.
We are seeking a values-driven, inclusive, and strategic leader to become our next Chair. This is a pivotal role in shaping and leading our Board through a period of significant challenge and opportunity. The Chair will:
Provide visible and compassionate leadership, ensuring the ICB delivers against its statutory duties and strategic priorities.
Ensure robust governance, transparency, and accountability for stewardship of public money.
Support innovation, financial sustainability, and the transformation required to meet the national ICB model blueprint.
Champion collaboration across NHS organisations, local government, and wider partners to improve outcomes for the people of Cheshire & Merseyside.
Lead the Board in building system-wide partnerships that tackle health inequalities and improve access, quality, and value of services.
Main duties of the job
The Chair plays a vital leadership role in guiding the ICB Board to deliver its statutory functions, objectives, and duties, while ensuring responsible stewardship of public funds. This includes leading a short-term transformation strategy to transition to the Model ICB, strengthening board capabilities, and championing initiatives aligned with the ICB's core purposes.

Our ICB is responsible for planning NHS services in our region, including GP services, pharmacy, dentistry, optometry, and hospital care. We work as equal partners with local authorities, providers, and communities to support person-centred, joined-up care.
