This is an exciting role within the SWL ICB
Non-Acute Contracts Team, for an experienced manager to be part of a developing
team. We are looking for someone who is
passionate about delivering the best NHS services for our patients and has a
keen eye for contracting and service improvement opportunities.
This role is to be taken up on a Fixed Term or Secondment basis until 31/03/2024.
The post-holder will deputise for the management
of SWL ICB Non-Acute Contracts Team and will provide leadership for a challenging
contract portfolio
covering all contracts from small provider contracts to large community
contracts, including services covered by GPs, Charities, Mental Health, Private
Providers, Acute and Tertiary Hospitals, which will require a sound
understanding of primary care, community and acute services.
The post holder will help create long term strategic and practical
solutions to improve health outcomes, improve services and tackle areas of
under-performance. The post holder will need to take a whole systems approach
working across organisations in and around SWL, with a focus on Richmond,
Kingston and Wandsworth, and lead a culture that improves quality.
We are looking for a candidate who has a clear
understanding of CCG contract and procurement governance procedures, the
contracting cycle, is a proven leader who can be flexible in their work and can
manage and lead a portfolio of schemes.
Main duties of the job
Undertake developmental work on healthcare contracts taking into account
known and projected developments with respect to:

CQUINS National contract
templates
Incentives and penalties
for performance
Weighted capitation and other contracting methodologies as appropriate
Prepare the ICBsannual
contracting cycle for approval to include:

Facilitate the contracting team to ensure:
All contract negotiations are co-ordinated through
agreed processes and nominated managers

Effective contract documentation is prepared updated (and version-
controlled),and is appropriately accessible for operational and corporate directorates.

About us
On 1 July 2022, NHS South West London Integrated Care Board (ICB) was established. Job Summary The post holder will support the Department or Directorate and for the team to ensure that work stream and programmes are planned and carried out effectively. Lead in the development of contracts in line with national guidance and CCG requirements, including the use of contract levers, and ensure the necessary contract documentation is produced in a timely manner to ensure that contracts can be signed off within the required time scales. To keep all contract documentation up to date including the production of contract variations. Directly leading on the high value community contracts taking the lead for the meetings and chairing where required. Lead negotiation and proactive management of a range of contracts including community services, third sector and other contracts across a range of services and providers that implements the policies and strategic direction of the CCG taking in to account national and local strategies, legislation and policy. Plan, negotiate and agree financial values of contracts with appropriate providers in collaboration with CCG colleagues, keeping within the budgetary allocation for the service portfolio. In agreeing contracts, ensure that strategies reflect choice initiatives, appropriate tariff and partnerships. Work alongside contracting, finance, performance, quality colleagues and clinical commissioners to undertake complex information analysis and the development and establishment of systems in order to performance monitor the volume, value, and quality of services provided through contracts, ensuring clear communication throughout the CCG and response to deviations in performance taking appropriate actions. Negotiate and agree activity and finance positions as part of financial responsibility in collaboration with Finance colleagues and ensure payment / claw back is agreed in line with NHS contract guidance. Review commissioned services at regular intervals and identify any fundamental changes required. Reduce or commission additional services / capacity as appropriate to support the CCGs policies working within organisational SFIs. Work closely and have regular communication with CCG SMEs to identify and address risks and manage the delivery of key targets.
