Job summary

We are looking for an exceptional and talented nurse, midwife, AHP or social worker to join the team and become our director of all age safeguarding. The post holder will will work with the chief nursing officer to deliver the statutory requirements of the safeguarding agenda across NHS Buckinghamshire, Oxfordshire and Berkshire West.

This is an exciting time to be joining the ICB following the publication of our Integrated Care Strategy and our Joint Forward Plan and the post holder will be instrumental in supporting partners with their contribution to the strategies across the system.

Main duties of the job

The post holder will have extensive experience of working at a very senior level across complex health and care settings and will be a credible leader with an in-depth knowledge and experience of working to implement safeguarding strategies and programmes at scale. The post holder will be expected to deputise for the chief nursing officer at all relevant meetings, both internally and externally.

The Director of Safeguarding will:

Work as part of a dynamic team delivering an effective service, supporting managers and clinicians across NHS Buckinghamshire, Oxfordshire, and Berkshire West (BOB).

The post holder will have responsibility for the strategic and operational, development and delivery of safeguarding plans, including the safeguarding element of the Joint Forward Plan 2023 28 across Buckinghamshire, Oxfordshire, and Berkshire West. Plans to achieve the strategy will be underpinned by the delivery of short to medium term objectives.

Key aspects of this role will be to:

Lead the safeguarding team within the ICB, supporting them to fulfil their statutory and strategic responsibilities within their allocated place-based locality and with effective development and support.

Deputise for the Chief Nursing Officer as necessary and provide the CNO with effective advice and support on all matters relating to safeguarding, LAC, UASC and CL.

Use their advanced communication, influencing and strategic leadership skills to inform and influence the local, regional, and national agenda for safeguarding, ensuring services improve the health of children, LAC, UASC, CL and adults at risk as defined in the Care Act, 2014 as well as protecting them from the risk of abuse or neglect.

Ensure the safeguarding strategy and Joint Forward Plan is formulated, understood by all stakeholders, and is delivered utilising all available resources efficiently and effectively.

Ensure the development and management of short-, medium-, and long-term plans, programmes of work and working groups across NHS BOB and BOB ICS.

Ensure the plans and programmes of work are delivered, monitored, and evaluated for impact and outcomes by working effectively alongside and with other Directors within NHSBOB and across BOB ICS within agreed timescales.

Ensure appropriate systems, policies and processes are in place to enable the implementation of the strategic plans in the newly amalgamated NHS BOB ICB/ICS.

Proactively identify and manage the key safeguarding risks, concerns and issues and ensure appropriate actions are taken to mitigate and/or respond.

Lead on integrated care system safeguarding.

The senior responsible officer for Child Protection Information System and Liberty Protection Safeguards implementation.

Establish, manage, and monitor a governance structure for BOB ICB to demonstrate maturity progress against the Safeguarding children, young people, and adults at risk in the NHS Safeguarding accountability and assurance framework: July 2022.

Manage the budgetary implications of activity.
