Job summary
The Transition Management Accountant will support CIOS ICB and the wider system in delivering a professional Management Accountant finance support function which maintains and develops a financial control and reporting environment actively focussed on ensuring the effective application of resources and achieving financial sustainability.
The Transition Management Accountant, through their own endeavours and management of a small finance team, delivers proactive and professional support to CIOS ICB and the wider system, providing intelligence rich performance reporting to challenging deadlines, maintaining and improving a system of operationally appropriate financial controls, and giving expert insight, interpretation and advice.
Main duties of the job
The Transition Management Accountant will lead, manage and develop the local finance team to ensure delivery of complete, accurate, timely and intelligence rich financial performance information, with particular attention to fact driven and critically assessed forecasts.
The Transition Management Accountant will nurture positive key operational relationships and maintain networks internally across CIOS ICB and externally with key stakeholders across the wider system in order to use the best intelligence to
advise and support CIOS ICB, identifying potential risks, mitigations and opportunities covering all aspects of the organisation.
The Transition Management Accountant will ensure that intelligence gathering and performance reporting processes are properly integrated and aligned with other services e.g. informatics and contract management.
The Transition Management Accountant will provide accurate financial and HR information and costings for the structure modelling; redundancy programmes and clustering of CIOS and Devon ICBs.

Performance Monitoring and Reporting Provide leadership, management and delivery of complete, relevant, accurate and timely monthly financial performance reporting including intelligence based forecasting. Produce comprehensible reports that link financial and operational performance. Enable underlying financial performance and associated risks and benefits to be fully assessed and reported. Ensure financial reporting is properly aligned with other Finance Directorate services e.g. Business Intelligence and Contract Finance. Ensure the timely completion of regular and ad-hoc mandatory and statutory returns, including annual Program Budgeting.
Financial Review Provide senior finance support to regular accountability meetings within CIOS ICB, including budget and locality managers. Lead and support in depth review of the financial position and key factors affecting performance within all major activity / expenditure areas. Clearly and effectively present financial information and concepts to non-financial staff. Provide advice and support on appropriate mitigations and risk assessed actions as required. Ensure regular feedback of recurrent/non recurrent issues into Operational and Financial Planning.
Business Support - Expert Advice & Input Proactively acquire, interpret and disseminate national Finance guidance, agreeing and implementing necessary changes to the financial control and reporting environment in a timely manner. Provide expert financial advice and support to the planning, development and implementation of CIOS ICB projects and programmes, including business cases, QIPP and service design/redesign. Help ensure optimization of projects and programmes by providing expert input and support into regular monitoring, reporting and evaluation.
Operational and Financial Planning and Budget Setting Provide expert financial support and input into the development of CIOS ICB Operational and Financial Plan. Ensure ICB Financial Plan is translated into meaningful budgets which are explained and agreed with ICB budget holders. Closely monitor, reconcile and clearly evidence in year budget changes. Ensure future years financial plans are frequently and regularly updated and reviewed in line with current year impacts.
Team Management and Development Provide local leadership and ensure service delivery through effective management to the team. Ensure team resilience through comprehensive forward planning, cross training of staff and work load balancing across the team. Encourage, support and inspire the team to develop and continually improve individual and team performance. Input ideas and share best practice with the wider Financial Directorate. Hold briefings, regular team meetings and 1:1 meetings with staff. Ensure local policies and procedures are fit for purpose, are adhered to and that any changes are considered centrally before implementation.
Policy and Service Development - Carry responsibility for developing policy and procedure in the area the job holder is currently working on at a point in time, including briefings, commissioning, business or resources. Responsible for proposing and drafting changes, implementation and interpretation to policies, guidelines and contractual arrangements which may impact within Department or Directorate. Proposes changes to own project and making recommendations for other projects delivery.
