NHS Dorset Integrated Care Board (ICB) has an exciting opportunity for an ambitious and highly motivated Commissioning Officer to join our Ambulance Commissioning Support Team working within the ICBs Strategic Commissioning and Place Directorate. The post holder will provide comprehensive, efficient, timely and professional commissioning and transformational support in relation to the ambulance contract to the 7 ICBs across the South West.

The role is being advertised as full time on a permanent basis. The successful candidate will bring to the role their commissioning, business and project support experience or evidence of transferable skills. We are looking for someone who can demonstrate that their values align with the ICBs and are passionate about delivering good outcomes for patients and populations.

Previous ambulance commissioning experience is not essential however the successful candidate will be required to work collaboratively, at pace and have an appreciation and understanding of the role of the ambulance service within our integrated care systems.

Main duties of the job

In return we offer the chance to develop commissioning skills and experience within a supportive team; a clearly defined work plan involving performance improvement and transformational projects as well as exposure to system wide working across a number of partner organisations.

The post holder will support the Commissioning Lead (SW Ambulance) and the Head of Commissioning for Ambulance to ensure that their workstream of programmes are planned and managed effectively and supporting in their successful delivery by:

Supporting specific projects within the teams work programme for example service improvement projects/plans; contract development; reviews of governance and risk

Ensuring that we achieve our role as Coordinating Commissioner/Lead Commissioner as set out within the Collaborative/Lead Commissioning Agreement by working effectively across the wider partnership

Supporting and contributing to the development and management of key dashboards and information reporting for assurance and performance monitoring

Support the production of documentation to the expected standard such as improvement plans; risk registers; project highlight/escalation reports

Engendering matrix working across the team and with other teams within the ICB and across the South West

Job responsibilities

JOB PURPOSE

Assisting and supporting the delivery of the core functions as set out under the Collaborative/Lead Commissioner Agreement for the South West 999 Ambulance Contract.

Assisting and supporting the development and then ongoing delivery of the 999 Commissioning Governance structure.

Being a key member of the Ambulance Commissioning Support Team supporting the day to day delivery of the commissioning support service.

Providing project management support to enable delivery of targeted ambulance improvement programmes across the South West.

Liaising with partners across the South West region to support and enable the Ambulance Commissioning Support Team to manage relationships with SW ICBs, Ambulance Trust and NHSE to support effective implementation of the Collaborative /Lead Commissioner Agreement.

POST SPECIFIC, TASKS AND OBJECTIVES

South West 999 Lead Commissioner Functions

Work effectively with SW ICBs and the Ambulance Trust to support the key functions and operation of the Ambulance Commissioning Support Service to include:

o Support the ambulance commissioning support teams business support function, including developing and managing the work programme, progress and reporting any risk or issue to the delivery of the service;

o Liaising with appropriate functions within Dorset ICB;

o Liaising with external colleagues from across the South West including the 7 ICBs; SWASFT and NHS England;

o Participate in relevant internal and external working groups/projects when appropriate to provide relevant information, advice and expertise;

o Coordination of the contract negotiation process, ensuring any risks are identified and reported through the appropriate governance structure;

o Support delivery of the on going contract management process by ensuring the appropriate meetings are effective and relevant reports and updates are received in a timely manner;

o Work closely with internal BI colleagues to ensure robust reporting is in place and is fit for purpose to support delivery of the commissioning contract as well as any agreed service improvement plans;

o Work closely with internal Quality and Patient Safety colleagues to ensure delivery of the South West 999 Quality Framework;

o Support the ongoing monitoring and delivery of the Service Delivery Improvement Plan and/or any agreed service improvement/transformation plans;

o Provide project support on designated service improvement task and finish groups;

o Establish strong working relationships with all stakeholders.

Governance

Assist and support with the execution of the SW 999 Governance Framework as part of the SW 999 Collaborative/Lead Commissioner Agreement to include:

o Leading on the coordination and set up of the required meetings;

o Assist and support with the development of the terms of reference for each of the meetings;

o Maintain ongoing oversight of the SW 999 Governance Framework;

o Lead on the coordination of the meeting agenda packs to ensure each meeting is ran effectively;

o Assist and support with the delivery of the annual work plan as determined by the Ambulance Partnership Board;

o Maintain regular oversight and upkeep of any associated risks and issues and ensure effective reporting is produced and shared.

Relationship Management

Work effectively with key stakeholders to enable the continuation of strong relationships which promotes collaborative working as well as open and transparent conversations;

Ensure clear communication channels and processes are in place to enable the day to day management of the Collaborative/Lead Commissioner Agreement.
