Job summary

This is an exciting opportunity to apply for the role of Associate Designated Clinical Officer (ADCO) for Special Educational Needs and Disability (SEND) with NHS Dorset as part of the Children and Young Persons Team.

The Associate DCO supports the Designated Clinical Officer for Special Educational Needs and Disability (SEND) in ensuring that NHS Dorset Integrated Care Board meets their statutory duties for children and young people with SEND aged 0-25, as outlined within the Children and Families Act 2014 (Part 3).

The ideal candidate will have a genuine passion for improving outcomes for children and young people across Dorset. The Associate DCO for SEND will work collaboratively across the local systems including health, education, social care, and voluntary sector including parent carers and young people to ensure that the integrated care system is fully engaged in the delivery of the SEND agenda.

This role will also require gaining an understanding of commissioning and health service provider arrangements to be able to support and inform commissioners for Children and Young Peoples health services.

You will be instrumental in developing audits, quality assuring Education Health and Care Plans and Advice and liaising with health providers in accordance with the Childrens and Families Act 2014.

This post is open to applicants with a professional qualification to practice in Nursing or as an Allied Health Professional.

Main duties of the job

You will have excellent organisational skills and a sound, working knowledge of Microsoft office packages such as Word, Excel and Outlook alongside excellent communication skills both written, face-to-face and over the telephone. You will be supported and have supervision from the Designated Clinical Officer for SEND

This position is offered on a permanent basis (at 0.8wte). The successful candidate will be required to work across Dorset, Bournemouth, Poole and Christchurch to ensure the SEND reforms are delivered.

The role of the ADCO is varied and provides opportunity to lead on/or participate in steering groups and working development groups. The role requires co-ordinating and supporting the development of robust pathways to enable health service providers to meet their statutory duties in contributing to the EHCP process as well as providing support and guidance to families and partners as required. The role also requires being one of the lead health representatives on SEND panels for both Local Authorities.

Job responsibilities

The post holder will:

Support the Designated Clinical Officer/Senior Programme Lead and Principal Lead for SEND in ensuring that NHS Dorset meets its statutory duties for children and young people with SEND aged 0-25 years.

Manage highly complex arrangements and relationships between NHS Dorset and health service providers, Local Authority partners and parent/carer forums and work in partnership with areas of Childrens Commissioning to inform on gaps in provision and support service development.

Work with the Designated Clinical Officer/Senior Programme Lead and Principal Lead for SEND, strategically, to identify need and future need of children and young people with SEN and disabilities and their families to inform joint commissioning arrangements.

Lead on or participate in working development or steering groups to ensure effective change management to support health providers to implement person centered planning, improve service provision and outcomes for children with disabilities and SEND.

Be one of the health lead representatives on the Education, Health and Care Panels (EHCP) for Bournemouth, Christchurch and Poole Local Authority and Dorset Local Authority as part of the EHC process.

Co-ordinate and support to embed the development of robust pathways to enable health service providers meet their statutory duties, in contributing to the EHCP process, including the legal requirements to respond to the National First Tier Tribunal for Single Route of Redress, which may impact on other disciplines and maintain work related records.

Provide support, guidance and information to stakeholders, other partners and parent/carers on children and young peoples complex medical health needs and services available to meet those identified needs.

To co-ordinate and support health service providers in meeting their duty to ensure information is available and accessible to services users on Bournemouth, Christchurch and Poole and Dorset SEND Local Offers. To work in partnership with the Local Authorities in the co-production and ongoing review the Local Offer websites.

Work collaboratively with partners and inform commissioners on the development of preparation for adulthood agenda and ensure good partnership working, co-ordination and development for transitions pathways for children and young people with disabilities, including those with an EHC, to access adult all health services.

Undertake a quality assurance role by conducting scheduled audits to monitor the quality of provider contributions to EHCPs, compliance with SEND statutory duties, reporting results and supporting the development and implementation of improvement action plans to provide assurance to NHS Dorset.

Contribute towards the gathering of data to influence commissioning decisions and reviewing future trends.

Undertake the development and delivery of training on the SEND /EHCP process to health professionals and partners.

Support the Designated Clinical Officer/Senior Programme Lead and Principal Lead for SEND in ensuring adherence to appropriate governance in line with the policies of, and including compliance with, OFSTED and the Care Quality Commission requirements. To assist the Designated Clinical Officer/Senior Programme Lead for SEND in the planning and co-ordination of health service providers and CCG accountable officer for SEND for SEND local Area Inspections.
