NHS Dorset Integrated Care Board is seeking to appoint a purposeful and ambitious Chair to lead our board as we fundamentally change how care is delivered across Dorset. We need to focus our collective efforts across our integrated care system on three key shifts: moving care from hospitals to the community, embracing digital transformation, and shifting from treatment to prevention.
NHS Dorset (also known as Dorset ICB) is responsible for planning to meet the needs of people and communities across Dorset. Working closely with a broad range of partners across the NHS, local authorities, and the voluntary and community sector and others, we want to make sure everyone in Dorset has a chance to live their best life.
We are an ambitious, outcomes-focused organisation, evidenced by our core commitments to: improve the lives of 100,000 people impacted by poor mental health; prevent 55,000 children from becoming overweight (by 2040); reduce the gap in healthy life expectancy from 19 years to 15 years (by 2043); increase the percentage of older people living well and independently across our patch; and to add 100,000 health life years to the people of Dorset by 2033.
Main duties of the job
You will work closely with our Chief Executive and with partner Chairs and Cabinet Leads and will hold the respective partner organisations to account in their commitment to deliver the core purposes of an Integrated Care Board and improve health outcomes for our communities.
- Independent, non-executive Chair of the ICB and accountable to the NHS England Regional Director for the development and delivery of the plan of the ICB.
- The Chair will ensure the ICB in Dorset is properly constituted and focused on improving outcomes in population health and healthcare, and encouraging greater partnership, integration and collaboration; both within the NHS and between the NHS and local government.
- The Chair will have a responsibility to lead the unitary board of the ICB; which has joint collective and corporate accountability for the performance of the organisation, ensuring its functions are effectively and efficiently discharged and for NHS resources deployed to other organisations.
- The Chair provides strong leadership on issues that impact upon organisations and workforce across the ICS, including integration, the People agenda, Digital transformation, Emergency Preparedness, Resilience and Response (EPRR) and Covid-19 challenges.
- They will play a key role to ensure that the ICB meets its statutory duties, build strong partnerships and governance arrangements with system partners and take on commissioning functions from NHS England.

What we do
The Health and Care Bill puts ICSs on a statutory footing empowering them to better join up health and care services, improve population health, and reduce health inequalities.
ICSs have four core purposes:
- Improve outcomes in population health and healthcare
- Tackle inequalities in outcomes, experience, and access
- Enhance productivity and value for money
- Help the NHS support broader social and economic development
