Job summary

As a senior member of the Specialised Commissioning Team working on behalf of the 6 ICBs and NHS England in East Region, the postholder will deliver an effective transformation service supporting managers and staff across the NHS in the East of England to deliver clinically and financially optimum specialised services, improving outcomes in population health and healthcare; tackle inequalities in outcomes, experience, and access; enhance productivity and value for money and help the NHS support broader social and economic development. Each of the six ICBs are responsible for their part in the management of the budget for specialised services and the wider impact for thier ICS population of the transformation of specialised services.

ICBs are established to work with their local community, including social care and primary care. The post holder will need to understand and work across the whole pathway of care, from prevention to improve the uptake and impact of specialised services to support equity of access and provision.

Main duties of the job

o To lead a small transformation team, drawing on the wider specialised commissioning team, clinical networks, providers (including the Acute Specialised Services Provider Collaborative and Mental Health Provider Collaborative) and ICB expertise, to develop and deliver the specialised commissioning strategic priorities, aligning the strategy to the ICBs 5 year forward plan priorities, the NHS long term plan and improve population health outcomes for the population of the East of England.

o To work with and contribute to the national transformation programme development for specialised service areas and be the regional representative for these areas in the relevant national governance and oversight groups.

o To work with providers (including the Mental Health Provider Collaborative and Acute Specialised Services Provider Collaborative) to support them to deliver improved outcomes for patients and best possible value for money.

o To ensure that a culture of efficiency, effectiveness, productivity, and sustainability is embedded in specialised services.

o To prepare business plans to deliver long term goals, and monitor against these plans to ensure delivery is kept on track. This will include contributing to the annual business planning cycle.

o To deputise for the Managing Director as required.
