Job summary
The role will be integral part of the Integrated Care Board (ICB) Executive Leadership team.
All members of the Executive Leadership Team will take collective responsibility for working together to ensure the ICB and system partners are well led, successful and managerially supported, enabling integration and delivery through the ICB. All members of the ICB executive leadership team are required to lead and influence complex transformation andimprovement, through collaboration and mature partnership working.
ICB Executives will be expected to have excellent influencing skills and to create an environment of trust, inclusion, mutual respect, and shared aspiration.
As a an executive leading on behalf of 6 ICBs you will be jointly responsible for planning and allocating resources to meet the four core purposes of integrated care systems (ICSs); to improve outcomes in population health and healthcare; tackle inequalities in outcomes, experience, and access; enhance productivity and value for money and help the NHS support broader social and economic development.
Main duties of the job
The Managing Director of the Specialised Commissioning Hub is a unique role. The postholder will be responsible for commissioning specialised services on behalf of the 6 East of England ICBs and (at least for 2024/25 and potentially for future years) NHS England.
By supporting commissioning across whole pathways of care and strengthening the link between services and the populations they serve, the delegation of specialised services will support ICB aims to:o Improve outcomes in population health and healthcare.o Tackle inequalities in outcomes, experience, and accesso Enhance productivity and value for money.o Help the NHS support broader social and economic development.From April 2024, East of England ICBs will have full delegation responsibility to commission 59 specialised services. ICBs have agreed that this responsibility will be discharged through a regional commissioning team, hosted by Bedford, Luton and Milton Keynes (BLMK) ICB on behalf of all the ICBs.Initially the supporting commissioning and finance team will remain employed by NHS England, with TUPE of the staff due from April 2025.
The postholder will be operationally accountable for commissioning in excess of £1.5bn of specialised services from providers within the East of England and from out of region providers.

The post holder will act as system leader for specialised commissioning, working closely with the Chief Operating Officer within BLMK, as host, and with the 5 other ICB specialised commissioning leads within the east of England. The post holder will also have important responsibilities and accountability (initially for 2024/2025 and potentially for future years) tothe NHS England, East of England, Director of Commissioning and the associate medical, nursing and finance directors for the commissioning of retained services.The postholder will be responsible for ensuring that services are high quality and are delivered efficiently, and enabling integration across pathways and improving access to service for those populations that experience poor access currently. They will provide clear accountability for specialised commissioning and delivery across the region through theSpecialised Services Join Commissioning Committee (SSJCC), chaired by the BLMK ICB Chief Executive, with membership from all 6 ICBs and NHS England, East of England. The group sets the strategic direction and is the collaborative decision-making body for specialised commissioning.The post holder will seek to work in partnership with ICB teams to exploit synergies across the range of commissioning functions, across ICB and NHS England commissioning functions.
Key Accountabilities To lead the commissioning, contracting and assurance of £1.5bn of specialised services within the region, ensuring that those services deliver the specialised commissioning strategic priorities, ICB 5 year forward plan priorities, the NHS long term plan and improve population health outcomes for the population of the East of England To manage the contracts with and procurement of services from providers of specialised. To contribute to the development of national policy for specialised service areas and be the regional representative for these areas in the relevant national governance and oversight groups. To deliver high quality commissioning, working with ICBs to identify population needs and develop services in line with those needs. To ensure that commissioning practices support the delivery of integrated care delivered as locally as possible. To work with providers to support them to deliver improved outcomes for patients and best possible value for money. To ensure providers of services routinely flow necessary data and information relating to cost, activity, and quality and that commissioning and contracting decisions are based on this information. To work with the regional and ICB nursing functions to ensure quality and outcomes are routinely monitored, that action is taken where necessary, and that quality is at the heart of commissioning. To support the SSJCC to embed a culture of efficiency, effectiveness, productivity, and sustainability into specialised services. To take responsibility for ensuring that specialised commissioning is delivered within the available financial envelope, in partnership with the Specialised Commissioning finance director and ICB chief finance officers. To work as part of the BLMK senior management team and to represent East of England ICBs on national policy and governance groups to ensure the East of England has a voice and can influence national policy development and decision making.
