Job summary
The post holder will provide strategic and professional leadership on all aspects of safeguarding children and children in care across Bedfordshire, Luton and Milton Keynes (BLMK) Integrated Care Board (ICB). The post holder will maintain local/placed based responsibility for a local authority area in BLMK working in partnership with the Safeguarding partners within the local area.
The post holder will work autonomously, using significant discretion, interpreting, advising and acting upon the relevant legislation and regulatory frameworks, on behalf of BLMK ICB in relation to its statutory duties for safeguarding children and children in care.
The post holder will lead and co-ordinate all children's safeguarding statutory and best practice requirements within the organisation, across commissioned services and with key partner organisations.
The post holder will provide a strategic overview of safeguarding children across the health economy, supporting all activity to ensure organisations meet safeguarding responsibilities and informing the strategic thinking and direction of BLMK ICB.
The post holder will plan and organise a broad range of complex activities relating to safeguarding children. This will include formulating and presenting plans and strategies; policy development and implementation; and service development within the Bedford Borough, Central Bedfordshire, Luton or Milton Keynes place based health and social care system, provider settings and BLMK ICB.
Main duties of the job
- On behalf of the ICB, develop and implement the safeguarding children quality strategy in line with the health commissioner's strategic plan and the BLMK Safeguarding partnership
- Work in partnership with colleagues from the 4 local authorities and other key stakeholders, toward achievement of joint objectives, implementing transformational change to improve care for children and children in care.
- Provides support and strategic leadership to all providers and links particularly with named safeguarding health professionals, Children's Social Care, ICB and Public health commissioners, NHS England and BLMK Safeguarding Partnership Boards (and successor arrangements under the Children and Social Work Act 2017).
- Work in collaboration with the Designated Doctors, for Safeguarding, Children in Care and CDOP, as a clinical expert and strategic leader, taking a professional lead on all aspects of the health service contribution to safeguarding children across the
- Ensure assurance of implementation of Working Together to Safeguard Children 2018, as this statutory guidance sets out duties to safeguard and promote the welfare of children
- Contribute to systems for learning from incidents including being a member of the Safeguarding Boards or Safeguarding Partnership Review Boards and having oversight of Safeguarding Children Practice Reviews and being a panel member for Rapid Review

Work at a strategic level across the health and social care community, leading best practice in health services and facilitating multi-professional inter-agency working in relation to the agendas of both safeguarding children and children in care. Provide assurance to the ICB through implementing robust systems to assure the quality of both safeguarding/child protection and the statutory functions of children in care arrangements within commissioned services, their compliance with related local and national quality regulations and frameworks. Provide expert professional advice and support to the ICB in their commissioning role including the identification, management and mitigation of risks associated with safeguarding children, and children in care issues including elements of contract management, service level agreements and commissioned services to ensure the quality of provision for children is included. Provide expert professional advice, guidance and supervision to named professionals employed by NHS organisations, independent healthcare organisations including senior managers, independent contractors in Primary Care, Local Authority Public Health Commissioners and partner agencies . Lead Named and Designated Professionals Forums across the ICB, facilitating continuous improvement and innovation in early help, child protection and welfare, and Children in Care agendas. Provide strategic leadership for Children in Care. Provide support, guidance and supervision to the Specialist Safeguarding Nurses to ensure commissioned services meet the particular needs and statutory responsibilities of Children in Care (Promoting the health and wellbeing of looked-after children (2015). Develop and imbed a comprehensive and cohesive Think Family approach to safeguarding and quality through engagement with safeguarding children and children in care work and supporting the work of the ICB Safeguarding team. Work with named professionals in each Trust to establish clear lines of communication within and between Trusts, in particular for transmitting concerns, and the sharing of good practice. Ensure that policies, procedures and standards in relation to safeguarding and children in care are promoted, safe, evidence based maintained and updated in accordance with emerging policy, inquiries and recommendations from serious case reviews. Ensure that the service development and review actively promotes equality and complies with the Equality Act 2010. Provide support to the Named GP and leadership to the Safeguarding Specialist Nurses in strengthening Primary Cares safeguarding arrangements and joint working across BLMK. Contribute to NHS England networks to provide peer development and improvements across the health economy. Undertake responsibilities and functions of the Designated Nurse as detailed in the statutory guidance and intercollegiate guidance.
