Job summary
The post will work across BLMK to lead on the implementation of our Primary Care Workforce Programme and delivery of the Health Education England Training Hub specification. Working with key stakeholders and aligned to workforce networks through the BLMK People Board Board, the post holder will drive workforce transformation in Primary Care within a dynamic and developing workforce transformation environment.
The post holder will lead the development of a workforce that provides enhanced primary care services, supported through new ways of working and new roles, integrated with the wider multi-disciplinary health and social care team to support current and future population health needs.
The post holder will work closely with our Primary Care Networks and Primary Care Network development programme to co-design sustainable workforce models able to respond to the strategic direction outlined for Primary Care within the Fuller report.
Main duties of the job
Programme Manage and provide senior leadership capability to the implementation of the BLMK Primary Care Workforce Programme, which includes innovative approaches to attraction, recruitment and retention of our Primary Care Workforce, including GPs (international and UK), Nurses, Practice Managers and support roles as well as the new clinical & non-clinical roles in post through the Additional Role Reimbursement scheme (ARRS).
Ensure programme coordination with the Fuller Programme, Primary Care Network development and Access programmes, to support workforce planning that integrates a wider multi-disciplinary team with enhanced primary care services at place level.
Ensure programme coordination with the wider Workforce Development Academy and delivery of the BLMK ICB People Plan, maximising opportunities for system-wide approaches to growing and retaining the workforce.
Responsibility and management of all BLMK ICB Primary Care Workforce related budgets devolved from NHS England, along with ad hoc funding streams.
Provide strategic leadership & mentorship to a large multi-disciplinary team of Senior Clinical Leads, setting & reviewing key objectives aligned to the Primary Care Workforce Strategy. Development of the clinical and non-clinical team with responsibility for overall organisational development of the Training Hub.

- Design and lead stakeholder relationship and engagement strategy for all partners involved in the work of the Primary Care Workforce Programme and delivery of the Training Hub specification.
- Act as the Primary Care Workforce strategic lead into the ICB People Board, Primary Care Commissioning & Assurance Committee, Primary Care Delivery Group and regional Workforce & Training Hub forums.
- Facilitate partners across primary, community and social care in recognising the importance of workforce in driving service transformation, using knowledge and experience to support the system in developing actionable solutions.
- Working through the Primary Care Workforce Programme, Primary Care Steering Group and BLMK People Board to ensure that the design of new models for core and extended primary care have workforce considerations central to their development.
- Engage with providers and commissioners to identify current and future workforce needs and to identify and support those areas that are co-creating care models needing new workforce solutions.
- Consistently model and update trajectories for clinical and non-clinical primary care workforce as plans develop.
- Work with the Strategic Nurse Lead to plan and integrate local approaches to supporting the practice nursing workforce linking this to nursing development for the whole ICB.
- In partnership with primary care providers, develop, introduce and evaluate innovative new practitioner roles. Providing support to recruit, induct, embed, retain & thrive.
- Work with ICB programmes and the People Board to model and link up the workforce needs arising from the Long Term Plan, Primary Care Strategy & Fuller report with those arising from other areas of work, developing local plans as required.
- Act as a conduit of information between regional and national teams and the Primary Care Workforce Transformation team and coordinate activity where appropriate taking into account the local context.
- Lead the targeting of resources, monitoring, implementation and evaluation of all Primary Care Workforce initiatives by providing high quality support and leadership including complex information and analysis, communications and stakeholder management.
