Job summary
BNSSG ICB is seeking an experienced Registered Nurse or Allied Health Professional to join the Clinical Review team on a bank / ad-hoc basis.
The Clinical Review team works closely with system partners and care providers to deliver the NHS Care (Education) and Treatment Review (C(E)TR) policy and the Transforming Care Programme, with a clear focus on safeguarding, quality, and oversight for people with a learning disability and/or autism in inpatient settings
This role provides flexible, short-term clinical input to support to our Learning Disability and Autism team, responding to periods of increased system demand. The team works with partners across health and social care to deliver the Care (Education) and Treatment Review (C(E)TR) policy and the Transforming Care Programme.
The focus of the role is to support safe, person-centred decision-making, reduce avoidable admissions, and contribute to effective system oversight for people with a learning disability and/or autism for individuals detained under the Mental Health Act.
This role will include face to face visits across several sites both in and out of area.
Main duties of the job
Provide clinical review, advice, and assurance to support individuals at risk of admission, in hospital, or subject to enhanced oversight.
Contribute to DSR and C(E)TR / CTR discussions, offering proportionate and timely clinical input.
Apply strong clinical judgement and risk assessment to support safe decision-making within available resources.
Work collaboratively with system partners across health and social care.
Produce clear, concise clinical documentation in line with ICB standards.
Complete commissioner oversight visits in line with national guidance and local SOPs.
This is a non-caseload-holding role, with activity agreed on a sessional or short-term basis.

Knowledge, Training and Experience
Essential
- Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area.
- Health or social care professional registered with a nationally recognised regulatory body (e.g. NMC, HCPC, Social Work England).
- Significant experience of successfully operating in a politically sensitive environment.
- Evidence of continued professional development.
- Demonstrated experience of co-ordinating projects in complex and challenging environments.
- Experience of managing risks and reporting.
- Understanding of the public sector.
- Demonstrated experience in a Healthcare environment.
Desirable
- Post-graduate degree in Management Studies or equivalent.
- Experience of drafting briefing papers and correspondence at Senior Management level.
- Experience of monitoring budgets and business planning processes.
- Comprehensive knowledge of project principles, techniques and tools, such as Prince 2 Foundation and Microsoft Project.
