Job summary
The Programme Director will work alongside other senior system leaders across all organisations in the ICS footprint to lead the delivery of the SDPP programme. This initiative is a core component of our system strategy and provides a fundamental foundation that enables us to create and maintain a sustainable health and care system that supports healthier happier lives for the population of BNSSG.
The core purpose of the role is to lead the effective design, delivery and benefits realisation of the SDPP programme over the next two years and to embed the platform seamlessly into the decision-making architecture of the ICB. The core benefits of the SDPP are to enable decision making and effective allocation of resources, underpin and enable improvement initiatives, drive new innovative models of care and ultimately ensure we are able to attain measurably better outcomes for people.
This role is focused on creating and maintaining a programme structure and delivery plan that enables the objectives set out in the SDPP OBC to be achieved
The post holder will be responsible for leadership and the development of dedicated project team. Creating a cohesive partnership across the system with all key providers. Maintaining clear delivery governance reporting to ICB Digital Delivery Board and wider Integrated Care Board on key milestones and progress.

The post holder will be required to drive evidence based and insights led practice focusing on user need to shape design decisions, establish and maintain a grip on delivery and ensure core stakeholder engagement and assurance is maintained throughout the lifecycle of the programme.
This will include the following focus areas.
- Conclude the reset activities: The programme is currently at OBC stage which aligns to gateway 2 of the BNSSG programme delivery methodology. The post hold will be required to lead and design and programme that can reset the current missed milestones and create an agile approach to the programme that ensures timely delivery of core functionality that is in line with expectation of senior product owners. Establishing the right workstreams and phasing of delivery that provides key elements of functionality and benefit as set out in the OBC as early as possible in the programme lifecycle.
- Leading the day to day running of the programme across the full range of workstream and ensuing key milestones and reached and these align to deliver the core benefits of the programme.
- Act a senior thought leader in informatics and data systems for the system. The data sharing and IG elements of the programme will be a key focus of this work.
- Develop commercial investment and procurement approach: The post holder will be highly knowledgeable in understand the current market and technology enabling a commercially astute approach to procurement that provides the best possible value and quality for the system. This will create a balance between what we buy from the market and what we develop as a system using internal teams and skills.
- Providing regular assurance to the Digital Delivery Board, Integrated Care Board and related committees
- Responsible for ensuring the quality assurance of high-quality programme development documentation in line with BNSSG programme delivery gateway process.
- Defined approach to engagement across stakeholder groups including political and population where this is required.
- Develop and manage the SDPP Programme roadmap aligning with interdependences and risks aligned with the wider system joint forward plan.
- Manage the delegated SDPP programme budget in line with ICB SFIs
- Convene and support the data leadership of the system to ensure the implementation plans for SDPP are realistic and consider the needs, constraints and opportunities across the system. This will require deep understanding of the data sharing and IG constraints and opportunities across the system.
- Establish and manage the resource allocation function for the programme as set out in the business case and delegated by the ICB Board.
- Create and maintain and benefits realisation plan that drives the programme focus and consistently aligns the milestones and delivery approach in relentless pursuit of the defined benefits.
- As a member of the ICB Senior Leadership Team, the post holder will work with clinical and managerial colleagues across the ICB and ICS to support improved partnership working and leadership across the system contributing to the improved outcomes for our population.
