Job summary
This is an exciting opportunity within the ICB for a permanent Band 7 Primary Care Programme Lead within the Local Delivery Directorate in South Tyneside and Sunderland. The post is full time; however, we are willing to consider part time or other flexible arrangements.

Main duties of the job
The ICB is responsible for ensuring that high quality and safe health services are accessible to all our communities. It has a wide range of functions including; promoting integration of health and care services, improving people's health and wellbeing, and reducing health inequalities.
With a £6.6 billion budget and a workforce of 170,000 people across health and care we look after 3.1 million people across the North East and North Cumbria. As well as strategic functions, ICB staff also work at place level with local health and wellbeing boards in each of our 14 local authority areas. These teams also work alongside our 67 primary care networks which are groups of local GP practices, social care teams and other community-based area providers.The ICB works with our Provider Collaborative too, this includes the 11 NHS foundation trusts in the region to deliver our shared priorities.

As Programme Lead within the Primary Care team, the post holder will work as part of a dynamic team across the North East and North Cumbria Integrated Care Board (NENC ICB) in the management of contracts, including the commissioning and decommissioning of services, performance management, transformation, assurance and related projects.
As an essential part of the team, the post holder will work on a variety of projects and tasks collaborating with different teams within NENC ICB and with providers (GP practices). Working autonomously, the post holder will be supporting the quality assurance and payment of enhanced services as well as ensuring GP contracts are kept up to date.The post holder will support the Commissioning Manager and Head of Primary Care in the delivery of Primary Care and Community services to the South Tyneside and Sunderland area.
The post holder will be responsible for building effective working relationships with stakeholders and be able to use local knowledge of the area and contractors to inform effective commissioning of services. contributing to the development of service specifications and to the development and redesign of care pathways, to ensure commissioned services provide quality and value for money.

- Educated to degree level or equivalent level of experience of working at a senior level in the primary care commissioning/mental health/urgent emergency care and transformation area.
- Evidence of Continued Professional Development (CPD)
Experience
Essential
- Knowledge of primary care commissioning and transformation areas acquired through post graduate diploma or equivalent experience or training.
- Experience of project principles techniques and tools.
- Experience of estates, premises cost directions and capital funding
- Experience of identifying and interpreting national policy.
- Experience of operating in a politically sensitive environment.
- Demonstrated experience of co-ordinating projects in complex and challenging environments.
- Experience of managing risks and reporting.
- Experience of drafting briefing papers and correspondence at management team level.
- Experience of monitoring budgets and business planning processes.
- Understanding of the public sector. Demonstrated experience in a Healthcare environment.
- Experience of setting up and implementing internal processes and procedures.
