Communication and relationships

Deputising (as and when required) for the Deputy Designated Professional for Safeguarding Adults at Rotherham Place in relation to appropriate meetings, forums, working groups, etc regarding the Safeguarding Adults agenda and the ICBs statutory responsibilities.

Participating, involvement and appropriately leading within relevant meetings, forums, working groups, etc specifically in relation to the Safeguarding Adults agenda locally at the ICB at Rotherham Place, within the NHS South Yorkshire ICB collective and within the wider ICS, locally with other partner agencies and care providers and in other appropriate networks (i.e Rotherham Safeguarding Adults Board, CHANNEL panel, MARAC, MAPPA, etc).

Work collaboratively with multi-agency partners in the ongoing continuous development of an integrated approach to promoting and embedding Safeguarding and a patient safety culture across the whole health economy and for all services commissioned by NHS South Yorkshire ICB.

Develop strong, collaborative working relationships with other Safeguarding colleagues within NHS South Yorkshire ICB at our other places in Barnsley, Doncaster and Sheffield.

Provide visible and proactive operational Safeguarding Adults leadership, support and specialist Safeguarding Adults advice and guidance to the CHC Team, S117 Team and other teams (appropriately identified) at Rotherham Place.

Work closely and collaboratively with Local Authority partners in relation to the Safeguarding Adults agenda and where appropriate within raised Safeguarding Adults concerns and Section 42 enquires.

Provide regular Safeguarding Supervision within the ICB at Rotherham Place for the CHC Team, S117 Team and other staff where appropriate.

Ensuring that the skills and knowledge of Care Managers in relation to Safeguarding Adults (and any other relevant legislation, guidance and case law) are up to date and relevant.

Effective and sensitive liaison & communication with individuals and their significant others in relation to Safeguarding issues.

Effective communication with relevant parties in relation to obtaining information and supporting evidence requests for Section 42 enquiries, Safeguarding Adult Reviews (SARs), Domestic Homicide Reviews (DHRs) and Mental Health Homicide Reviews (MHHRs).

Operationally lead and support teams at Rotherham Place in completing Section 42 enquiries that are being led by the ICB itself.

Assist and support the teams at Rotherham Place to develop and manage the relationship with external agencies providing advocacy services.

Collaboratively working with the Named GP for Safeguarding at Rotherham Place and with Primary Care in relation to appropriate Safeguarding Adults support that may be required.

Collaboratively work with the Rotherham Place Mental Capacity Act, LPS / DoLS and Court of Protection Professional in relation to anything Mental Capacity Act / Safeguarding Adults jointly related.

Collaboratively work with the Deputy Designated Professional for Safeguarding Children where appropriate and required.

Collaboratively work with the Head of Quality at Rotherham Place in relation to the patient safety and clinical quality agenda for the ICB, forming collaborative relationships within the ICB, and with primary care teams, partner organisations, providers of NHS ICB commissioned services and other organisations where appropriate and necessary.

Operationally lead and directly monitor key areas identified by the Head of Quality in relation to patient safety and clinical quality, working collaboratively with provider organisations to address any issues, concerns as well as identify and report on areas of good practice and health care service delivery.

Analytical and judgement

Provide specialist advice and support to ICB teams at Rotherham Place (and to other appropriate teams) in relation to Safeguarding Adults concerns and the wider Safeguarding agenda, where information may be highly sensitive, highly complex and conflicting or contentious, understanding when there is a potential need to escalate to senior colleagues.

Assessment and monitoring of the financial impact of activity and reporting any identified organisational risk and / or resource implications.

Responsibility for monitoring Safeguarding Adults activity and providing monthly performance reports to the Deputy Designated Professional for Safeguarding Adults at Rotherham Place.

Monitoring and reporting on performance matrices for internal and external audit and assurance purposes.

Performing regular audits of practice in relation to Safeguarding Adults, make recommendations for remedial actions and develop, implement, and evaluate action plans.

Perform any required and audits and create reports in relation to the Patient Safety and Clinical Quality agenda identified by the Head of Quality, and support the development and, where appropriate, implementation of quality improvements.

Planning and organisation

Ensuring that where required, Safeguarding Adults concerns are reported to the Local Authority by the CHC Team, S117 Team and other teams within the ICB.

Obtaining assurance, and where required evidence, that Safeguarding Adults concerns have been acted upon appropriately.

With CHC colleagues and other teams within Rotherham Place and other associated teams, encourage and promote Professional Curiosity and the principle of Making Safeguarding Personal being embedded in day-to-day practice.

Ensuring and providing assurance that the principles of Safeguarding are embedded within NHS South Yorkshire ICB from an operational standpoint.

Responsibility for the review / implementation / maintaining of data recording systems for the recording of Safeguarding Adults information and ensuring that the CHC and S117 teams (and other teams where appropriate) at Rotherham Place maintain and keep up to date records of individuals subject to Safeguarding concerns and Section 42 enquiries, with relevant dates, plans of action, outcomes, minutes of meetings (if appropriate), etc are recorded for monitoring purposes appropriately and securely.

Assist in the gathering of information (potentially highly complex and to a sufficiently high standard) for the purposes of S42 enquiries, SARs, PREVENT, DHRs and MHHRs.

Support the management and monitoring of Safeguarding indicators within review processes (i.e. Safeguarding incident reporting, SARs, DHRs, PREVENT, MHHRs, etc).

Assisting the ICB in securing value for money in respect of the access and delivery of mandatory and required Safeguarding Adults training, learning opportunities, etc.

Quality assurance of systems in place for storing patient information in relation to Safeguarding Adults which may include contentious and sensitive information.

Identify key priorities for the CHC Team & S117 Team (and other Rotherham Place teams) in line with overall team objectives in relation to the Safeguarding Adults agenda, local initiatives and national guidance. Ensuring members of the teams are clear about their individual and team responsibilities.

Support and collaboratively work with the Head of Quality at Rotherham Place in implementing and delivering identified quality improvement projects, initiatives, and any other identified work for the patient safety and clinical quality agendas.

Policy and Service Development

Identify potential service level improvements and initiatives, and where appropriate work with key stake holders to deliver and develop implementation.

Lead on the development, provision and delivery of regular Mandatory Safeguarding Adults in-house training (in line with the national specifications within the Intercollegiate Document and as identified by the Deputy Designated Professional for Safeguarding Adults) for the CHC, S117 and other teams (where required) at NHS South Yorkshire ICB at Rotherham Place.

Support and participate in the development of creating and reviewing Safeguarding Adults and any appropriate Patient Safety & Clinical Quality policies, procedures, standard operating procedures, guidance documents, briefings for NHS South Yorkshire ICB.

Ensuring the smooth operational implementation of any changes (current and future) in ICB policy and strategic goals or in legislation regarding the Safeguarding Adults agenda and working alongside partner agencies and providers.

Lead on any identified key areas of quality improvement and service improvement within the patient safety and clinical quality agendas. Additionally, leading on patient safety and clinical quality improvement projects as identified by the Head of Quality and the Executive Nursing Team at Rotherham Place.

Information Resources

Act as a specialist information resource for Safeguarding Adults for Team Managers and staff within the ICB at Rotherham Place.

Act as a specialist information resource for the clinical quality and patient safety agenda for Team Managers and staff within the ICB at Rotherham Place.

Provide bespoke Safeguarding training and supervision to CHC and S117 team staff (and other teams) to ensure knowledge is kept up to date in relation to these areas.

Support the dissemination of information, learning, updates and changes within Rotherham Place teams in relation to the Safeguarding Adults agenda.

Support the dissemination of information, updates, learning and changes within Rotherham Place teams and where needed partner organisations, primary care and any other appropriate organisations in relation to patient safety and clinical quality.

Qualifications

Essential

• Registered Nurse, Allied Health Professional or Social Care Professional with Professional qualification (Degree / Diploma) and current registration with a relevant and appropriate professional body i.e. NMC, HCPC, etc
• Masters level qualification and / or equivalent experience.
• Evidence of further knowledge of individual specialist area through CPD, Post-Graduate studying, experience and training.
• Continued commitment to improve knowledge, abilities and skills applicable to this post.

Desirable

• Teaching / Training / Mentoring qualification
• Training in Root Cause Analysis / Systems Analysis

Knowledge and Understanding

Essential

• Extensive experience of working within a Safeguarding Adults post or demonstratable relevant transferrable experience and / or skills.
• Extensive theoretical and practical knowledge of Safeguarding Adults in relation to the Care Act (2014), statutory guidance and responsibilities, as well as the wider Safeguarding Adults agenda (i.e. Modern Slavery, PREVENT, domestic abuse, etc, etc).
• Extensive knowledge and understanding of the role of Safeguarding Adults Boards within local areas and the roles & responsibilities of partner organisations working with the Safeguarding Adults Boards.
• Good understanding of the role and functions of ICBs and partner agencies in the commissioning of health and social care provision.
• Extensive practical experience, knowledge and understanding of Safeguarding in relation to Section 42 enquiries, SARs, DHRs and MHHRs.
• Understanding of the workings of the NHS, current challenges and the reform agenda.
• Demonstratable experience of communicating and engaging effectively with stake holders and / or external agencies.
• Experience of effectively delivering Safeguarding Supervision on an individual or team basis.
• Experience of developing training packages and delivering training.
• Experience of creating and implementing quality improvement initiatives and projects.

Desirable

• Experience of leading and managing staff.
