Purpose and remit
Our role is to join up health and care services, improve people's health and wellbeing, and to make sure everyone has the same access to services and gets a positive experience from treatment. We also oversee how money and resource is utilised to ensure that funding is spent to ensure health services are effective, consistent and of high standard
The Senior Programme Manager is a pivotal role which will oversee the governance and delivery process for all projects within the agreed delivery plan. These projects may span across organisations in all sectors within Lancashire and South Cumbria including providers, commissioners and third sector stakeholders.
The post holder will use extensive programme management skills and will be responsible for direct management of members of the core Alliance team. The role involves assuring delivery of the Cancer Alliance programme along with the implementation of change to support the transformation of cancer services in accordance with the local cancer delivery plan and national cancer strategy.
The post holder will be expected to deputise for senior team members as required, which will include representing the Alliance at the Programme Board and in various forums, including public meetings. The post holder will work with colleagues at all levels including senior clinicians, executives, project managers and teams across the region.
Main duties of the job

The role will be varied and will adapt over time as the ICB develops. However, the postholder is expected to fulfil the following key functions: -
Oversight and co-ordination of the Cancer Alliance pathway projects particularly leading delivery programmes focusing on Innovation and transformation across the Cancer Alliance.
Line management of programme team members
As a senior lead working internally and externally to deliver projects, initiatives and services to time and in a cost-effective way.
To operate in a highly political and sensitive environment.
Support the portfolio of programmes/projects in demonstrating value for money tracking, managing and delivering agreed benefits.
Provide specialist advice and prepare strategic reports and briefings for directors and stakeholders.
Project management and day to day running of one or more large scale transformation projects.
Setting up and planning of the project(s) including project steering groups, project assurance function and any project teams, including project documentation using Prince 2 methodologies.
Maintaining knowledge of local, regional and national projects that are current and pending.
Providing expert project management advice and support to other staff and teams within the Cancer Alliance and partner organisations.

- Knowledge of the latest national cancer policy agenda and the opportunities for improvement in patient care presented by it.
- Extensive, in-depth knowledge and experience across a range of relevant areas, including finance, contracting, people management and programme management.
- Demonstrable, recent senior experience in a performance improvement role in health or social care or similar sector.
- Wide ranging experience of leading major change initiatives through to successful delivery, relating to quality, cost and timescales.
Desirable
- Be a recognised expert in cancer pathways and improvement of cancer services.
- Knowledge of the policy context relevant to the commissioning and provision of cancer services.
