Job summary

The Commissioning/Brokerage Support Manager for All Age Continuing Care (AACC) will assist the Senior Contract and Brokerage Manager and Commissioning/Brokerage Manager in the oversight and operational management of contracts to ensure contract compliance and oversight of provider lists, negotiation, agreement and ongoing performance monitoring of Continuing Health Care, Mental Health, LD agendas. The Post Holder will also support the brokerage for AACC services, and this will evolve with increasing use of technology. The Post holder will also support the ICB in provider management and the integration of the contracting/Brokerage process.

The post holder is responsible for supporting the commissioning and brokerage function across the Lancashire and South Cumbria region but will also support and escalate good practice to the wider brokerage and contracting function within the ICB. This will include activities supporting analysing & monitoring data and information, reporting performance on activity and facilitating action plans to support the ICB in their lead commissioning role. The role will also involve working with Commissioners to identify QIPP opportunities and supporting negotiation of contracts, interpretation and monitoring of contracts, and providing integrated reports linking finance and brokerage activity.

Main duties of the job

The role will be varied and will adapt over time as the ICB develops. However, the postholder is expected to fulfil the following key functions:

  • Assist the Senior Contract and Brokerage Manager and Commissioning/Brokerage Manager to achieve economies of scale
  • Ensure inter dependencies with other ICB functions to facilitate market development and procurement of essential services that achieve improved quality and best value for areas of responsibility
  • Working with colleagues across contacting and brokerage, assist the Senior Contract and Commissioning Manager and Commissioning/Brokerage Manager to ensure provider lists are current, up to date and are shared with discharge points and colleagues across Lancashire and South Cumbria
  • Working with CHC, Complex Case Co-ordinators to support the negotiation and agreement of appropriate packages of care/placements to meet individual patient needs
  • Performance and monitoring of contracted placements and working with contracting support regarding any necessary remedial action
  • Ensuring all data held regarding patient placements is accurate through data base management across all All Age Continuing Care packages and reporting on activity
  • Ensure links with discharge points have the right information from which to broker care
  • Examine the LSC quality tool and capacity tracker with the contract and quality team to ensure that the teams who support the SPOA are informed of providers who are subject to Remedial Actions Plans (RAP)
