Job summary

The Black Country ICB has created a transformational 5 year primary care strategy to improve the way services are organised and delivered as part of integrated health and care teams, and importantly to make working in one of our Primary Care networks and practices the best place to work. This is a joint initiative between the Primary Care Collaborative (PCC), the ICB and our primary and community care providers with wide ranging benefits for patients and our wider partner organisations.

We are excited to recruit into a new position of Primary Care Business Operations and Transformation Lead, working closely with our general practices, Primary Care Networks, PCCs, ICB Primary Care team and wider health and care partnerships across the Black Country.

To enable delivery of the strategy, the Primary Care Support and Development Unit (PCDSU) is being established. This post will provide day to day leadership and management to the new Transformation team that represents the first function within the PCSDU. The postholder will have a key role in recruiting to the new team as well as shaping the way the PCDSU will work, the range of offers to providers and demonstrating the added value the Unit. Creating the right team and culture will be crucial for success. It will be a pivotal role in supporting the Primary Care Collaborative to achieve its vision, and to deliver its remit to provide clinical leadership and direction to the Future Primary Care transformation programme.

Main duties of the job

Reporting to the Associate Director Primary Care (strategy and transformation), working closely with the PCC Chair/Vice Chair, and clinical leads, you will manage all aspects of the programme adopting the MSP best practice programme management framework that will ensure alignment to organisational strategy and enable enterprise agility. Working with and through stakeholders, the postholder will ensure focus on the delivery of outcomes of benefit, while mitigating risk and actively engaging stakeholders. Programme level reporting and organisational development of the PCC and PCDSU are key elements of this posts remit.

Delivering the Future Primary Care transformation strategy is a significant task in the context of the operating environment and complexity of the challenges to be overcome in realising our ambitions. You need to be an accomplished Programme Manager with excellent working knowledge and appreciation of primary care operations and drivers for change. You need to be tenacious in your approach to your work and adopt a readily adaptive style to get the job done. The role is not for the faint hearted, requiring determination and energy to drive the programme forward and achieve consensus decisions with clinical support. The Black Country Integrated Care Board (ICB) is a statutory NHS organisation responsible for developing a plan for meeting the health needs of 1.26 million people in the Black Country. We manage the NHS budget for the area (Dudley, Sandwell, Walsall and Wolverhampton) and we are responsible for planning and buying Primary Medical Services (GPs), dental, optometry and pharmacy services.

Primary Care Strategy

The post holder will provide the full range of project management capabilities which will include:

  1. Translate the strategy into programme and project plans, co-designing with clinicians and ICB staff to ensure clarity on where the responsibility sits for delivery
  2. Ensure and agree milestones and inter-dependencies ensuring the identification and agreement of timescales for delivery
  3. Allocate work plans to other members of the project team, ensuring oversight of delivery in line with milestones
  4. Ensure the development and implementation of effective governance and associated reporting
  5. Manage performance, ensuring the recording and escalation of issues, risks and delays to the external stake holders, including but not limited to GPs, HEE, Local Medical Committees and associate director setting out potential remedial action/solutions as appropriate
  6. Work with the Communications and Involvement team to ensure a strong patient voice, engaging with Healthwatch as required
  7. Ensure the delivery of the engagement and involvement approach, ensuring the active participation of a range of internal and external stakeholders which includes patients, patient groups and their representative bodies
  8. Horizon scanning to anticipate and ensure the alignment national policy with the local direction; identifying any challenges that may be faced that may compromise delivery
  9. Undertake regular surveys/audits to inform and review the delivery of the Primary Care Strategy and its associated programmes of work
  10. Reporting into the PC Transformation Board on a monthly basis on progress against key milestones.

Primary Care Support and Development Unit (PCSDU)

The post holder will lead the development of the PCSDU; this will include:

  1. Work with clinical teams and senior team across the ICB to ensure the design of the PCSDU to ensure its functions align to the needs and requirements of providers
  2. To collect data and complete the necessary analysis to aid in the design and development of the unit
  3. To ensure the development of business cases; translating the vision of the PCSDU into viable delivery plans
  4. To work with external agencies (CQC and NHSE and other related regulators) to ensure their involvement in the design and delivery of the PCSDUs functions
  5. To ensure the active involvement of the collaborative in the development and oversight of the design and delivery

Black Country Primary Care Collaborative (BCPCC)

  1. To work with members to design, develop and implement a roadmap for their development as the single voice of primary care providers across the Black Country
  2. Manage and co-ordinate the affairs of the Black Country Primary Care Collaborative (BCPCC) to work in line with agreed governance, showcase their work, engage with stakeholders, organise effective meetings and engagement events

  • Educated to masters level or have equivalent level of experience working at a senior level in a specialist area, such as programme and strategy development and training, developing, managing and delivering programmes and projects in a healthcare setting.
  • Comprehensive understanding of project principles techniques and tools such as Prince 2 and/or Managing Successful Programmes (MSP)
  • Evidence of post qualifying and continuing professional development.

Experience

Essential

  • Must understand the background of the aims of current primary care policy, best practice and the implications of this on other ICB/ICS programmes of work.
  • Should understand the relationship between the Department of Health, NHS England and the Black Country ICS
  • Must have significant experience of managing internal and external stakeholder engagement and management at a senior level being an advocate and guardian of quality improvement across the ICS footprint.
  • Highly developed specialist knowledge of performance improvement and service redesign and have theoretical and practical experience of managing transformation and redesign programmes.
