Job summary
The Designated Nurse for Looked After Children (LAC) is a statutory role as outlined in Promoting the Health of Looked After Children (2015) and NHSE Safeguarding Vulnerable People in the NHS Accountability and Assurance Framework (2019).
The Designated Nurse Looked After Children role is a lead strategic one, separate from any responsibilities for individual children or young people who are looked after.
We are looking to recruit someone for 15 hours per week (0.4 wte).
Main duties of the job
The post holder will:
- Work closely with the Designated Nurse and Doctor Team, the Associate Director for Safeguarding and Partnerships and the Chief Nursing Office to ensure that the ICB fulfils all statutory requirements for children in care in respect of commissioning and service planning
- Provide all necessary internal (ICB) and external (Safeguarding Partnership, NHSE etc) assurances in relation to precise legislative requirements and the quality of health services for Looked After Children and Care Leavers in the Black Country
- Work with a wide variety of stakeholders and be a member of the Corporate Parenting Board, and related sub groups, in conjunction with other health service planners/commissioners.
- Be a member, as required, of the Health and Wellbeing/Childrens Partnership Board (or equivalent) and Local Safeguarding Childrens Partnership and/or its relevant sub groups.
- Provide expert health advice on policy and individual cases to statutory and voluntary agencies including the Police, Childrens Social Care and the Children in Care Council.
- Provide assurance to the Chief Nursing Officer regarding the quality of health assessments for Looked After Children (LAC) both within and out of the area.

- Be

conjunction with other health service planners/commissioners.
- As
required, be a member of the Health and Wellbeing/Childrens Partnership Board

partner agencies in identifying creative solutions to overcome obstacles and
achieve appropriate resolutions.

confidentiality, consent and information sharing.
- Work
with health service planners and commissioners to ensure there are robust
arrangements to meet the health needs of CYPiC and care leavers placed outside
the local area and ensure close working relationships with Local Authorities to
achieve placement decisions which match the needs of children.
- Work
with commissioners and providers to gain the best outcome for the child/young
person within available resources, including involvement in fostering and
adoption panels according to local arrangements.
- Ensure
that there is a continuous assessment of clinical and organisational risk and
that the ICB Governing Body, the lead Director and relevant local partners are
informed in a timely fashion about potential problems and evaluated options.
- Work
closely with NHS England where they commission services accessed by CYPiC and
care leavers.
- Chairs
or represents Health on multi-agency/single agency local, regional or national
groups for Looked after Children as required.
- Monitor
that timescales are met for health assessments and SMART health plans are in
place for all children in care placed both in and out of the local authority
area.
- Ensure the
quality of health assessments carried out meet the required standard and there
is an effective and robust escalation process in place to challenge poor
quality.
- Prioritise
own work in relation to leading the overarching CYPiC agenda across the health
community.
- Acts
within and in accordance to the Children Act 1989 and 2004 and all other
National legislation and guidance.
- Undertake an analysis of the need for
healthcare to inform service planning, contributing to the production of health
data on CYPiC across the health community.
- Evaluate the extent to which CYPiC views
inform the design and delivery of the local health services, using this to
influence local service planning and commissioning decisions.
- Work
closely with other Designated professionals across BC ICB, regionally and
nationally to meet the physical and emotional health outcomes outlined in
statutory guidance.
- Provide
expert professional advice, support and leadership to Named and Specialist
professionals employed by health organisations across the health community.
- Produce reports on behalf of the ICB, to Governing
body and Corporate Parenting Board as required as well as providing regular
interim reports demonstrating progress in achieving improvements in health
outcomes for CYPiC and care-leavers, making recommendations for improvement.

constructive challenge when emerging patterns of deviation in provider
assurance are identified as a consequence of audit, case review or inspection alerting the ICB to any risks/exceptions.
- In
partnership with the Designated Doctor and other professionals take a strategic
overview of local NHS services for CYPiC to ensure robust clinical governance
of local NHS provision.
- Work
with commissioners to ensure quality assurance and best value of specialist placements
including processes of audit, follow up, and review.
- Advise and
input into the development of practice guidance and policies for all health
staff and ensure that performance against these is appropriately audited
including that such polices are updated and compliant
with changes in national legislation, policy and research for CYPiC.
- Work
with provider health organisations across the health community to ensure that
appropriate training and supervision is in place to enable health staff to
fulfil their roles and responsibilities for CYPiC and care leavers as outlined
in the Intercollegiate guidance (2015).
