Job summary

The Black Country ICB set up nationally mandated System Control Centres (SCC) in October 2022. The purpose of System Control Centres (SCCs) is to always ensure the safest and highest quality of care possible for the entire population across every area by balancing the clinical risk within and across all acute, community, mental health, primary care, and social care services.

SCCs will deliver:

  • Visibility of operational pressures and risks across providers and system partners
  • Concerted action across the ICS on key systemic and emergent issues impacting patient flow, ambulance handover delays and other performance, clinical and operational challenges
  • Dynamic responses to emerging challenges and mutual aid
  • Efficient flows of information

The ICB is looking to recruit a SCC Duty Manager, it is an office based role, working on a rota system, the office hours are 08:00 - 20:00.

Main duties of the job

  • Provide operational management to the SCC function.
  • Working within the overall strategic objectives, devise, implement and monitor the Tactical and Operational plans put in place to achieve the strategy.
  • Personally lead, support, and contribute to formal negotiations with senior level staff from external stakeholders, providing a high level of negotiating expertise to secure the most advantageous arrangements.
  • Challenge ways of working and persuade, motivate, and influence other senior managers to realign their practice where necessary.

The Black Country Integrated Care Board (ICB) is a statutory NHS organisation responsible for developing a plan for meeting the health needs of 1.26 million people in the Black Country. We manage the NHS budget for the area and arrange for the provision of health services locally (Dudley, Sandwell, Walsall and Wolverhampton).

Job responsibilities

The post holder will be responsible for:

  • Managing the teams business support function
  • Liaising with functions across the ICB and its partners.
  • Managing all corporate business returns, including planning returns.
  • Developing and implementing a robust management system to ensure information is effectively managed and best practice is shared across the team, Directorate and the wider health and social care organisations.
  • Taking a lead in the coordination of training and development and recruitment activity across the Department.

Operational requirements

  • Working within the overall strategic objectives, devise, implement and monitor the Tactical and Operational plans put in place to achieve the strategy.
  • Provide operational management to the SCC function.
  • Interpret, develop, and implement qualitative and quantitative measures to determine performance against the organisational strategy.
