Job summary
Population Health Management (PHM) is a major transformative policy initiative for Integrated Care Systems (ICS). It has the potential to improve health outcomes, system integration and system efficiencies, and has high reputational value within national agencies including the Department of Health & Social Care (DHSC) and NHSEI.
The Chief Intelligence and Analytics Officer fulfils a broad, senior role within the Lincolnshire ICS, leading and directing the formation of intelligence & analytics systems in Lincolnshire through a designated portfolio of work on behalf of the Director of Finance and Deputy Chief Executive, for which they are directly accountable.
The post holder will be a key member of the senior management team, working in partnership with other senior leaders to continue the development of the ICB and the ICS, with specific responsibilities for the creation and use of intelligence and insights to achieve positive transformation. They will be a highly visible, senior, authoritative individual who provides assurance that the necessary systems, policies and procedures are in place, and are adhered to, to ensure safe and effective use of intelligence in system transformation and continuous improvement.
Main duties of the job
To provide leadership and strategic direction in the creation and use of health intelligence and insights in system decision making, from system to community level, including through strategic planning and designing appropriate models of delivery.
Design, implement and deliver PHM intelligence capacity and capability, leading complex matrix working arrangements across ICS organisations and commercial partners to provide a coherent, effective service which meets system priorities and needs.
Lead the implementation and delivery of PHM intelligence, embedding 'insight into action' behaviours, collaborating with other senior leaders and with the Programme Director - Population Health Management to design interventions, secure finance and resources, and achieve positive transformation.
To create opportunities to make sustainable long-term improvements in population health with key partners, including developing evidence-informed approaches which are non-traditional in nature, ambitious and wide reaching, for example in developing the intelligence infrastructure, tackling wider determinants and reducing health inequalities.
To identify the development needs of senior ICS managers and decision makers in intelligence use, scope and fit and the interpretation and application of intelligence, and to design and direct appropriate development programmes to meet those needs.
