Job summary

NHS Lincolnshire ICB is seeking an experienced and enthusiastic Continuing Healthcare (CHC) Quality and DOLS Lead to join the CHC Quality Team.

By joining us you will play a key part in delivering an ambitious CHC development programme for Lincolnshire which aligns to the National Framework, Personalisation Agenda, NHSE's Strategic Improvement Programme and the Integrated Community Care model.

As CHC Quality and DOLS Lead, you will be responsible for delivering key quality functions for CHC

As a key member of the CHC quality team, the post holders will report directly to the Deputy Head of CHC Clinical Service and will work closely with members of the CHC Clinical, Business and Finance Teams and the ICB's Quality colleagues.

The successful candidate will have excellent interpersonal and communication skills, with significant proven experience of working within a quality environment. The successful candidate will need to be an enthusiastic team player, demonstrate the ability to work under pressure and build positive strategic and operational relationships with a range of key stakeholders.

In order to work effectively, you will be educated to degree level or equivalent experience and have a current clinical professional registration. You will be skilled at managing competing priorities and deadlines. You will be organized, forward thinking, self-motivated and enthusiastic with the ability to work collaboratively within multi-disciplinary teams and other external parties.

Main duties of the job

The post holder will support the CHC Business and Clinical heads of service in discharging their responsibility to provide assurance to all stakeholders that the CHC service are delivering a high quality, effective, person centred and value for money service.

The post holder will support the CHC team in the implementation of quality improvement and assurance programmes and will ensure that quality and performances of both internal and commissioned services through CHC are monitored effectively, enhancing the patient experience, ensuring the CHC team are completing their statutory duties in relation to Deprivation of Liberty Safeguards (DoLs).

The post holder will be required to develop and maintain effective communications with a range of people including clinicians in health and social care settings, ICB managers and directors, private providers, charities, and commissioning support services, on complex matters in relation to quality and performance.

The post holder will Line manage a team of continuing healthcare quality managers

The post holder will work collaboratively and closely with the ICBs Safeguarding team

Job responsibilities

  • Contribute to performance improvement, taking a lead for identified areas where agreed, and overall day to day management of the quality clinical team performance
  • To lead on the delegation of workload within the quality team.
  • To ensure that you and the clinical team always adhere to the relevant National Framework and guidance, NMC Code of Professional Conduct and work within established policies, procedures, protocols, and systems ensuring quality standards and performance as directed.
  • To ensure that services are delivered to maximise patient safety.
  • To deputise for the Deputy Head of CHC Clinical Service as required
  • Lead on the quality monitoring of care providers including care homes and domiciliary providers
  • Responsible for continuing healthcare eligibility and care package sign off up to matrix authorisation level, ensuring package meets the needs of the person and offers value for money
  • Ensures the authorisation of fast-track funding within the 2-hour time frame
  • To Lead on investigations, into an individuals eligibility for NHS Continuing Healthcare following an individual challenge or dispute. Including retrospective disputes
  • Supports the internal audit of CHC assessment documentation including PHB
  • Lead on CHC training for internal and external staff and stakeholders

  • Undertake DSTs and reviews if required, and to ensure clinical CHC knowledge is maintained
