Job summary
The role will support the delivery of effective operational management across 2 high profile, mandated functions of our UEC team. The individual will lead the daily operational function of the System Co-Ordination Centre, which is operational 7 days a week 8am until 6pm and our EPRR function which also supports our out of hours on call function for the ICB.
This role will:
work collaboratively with system partners across acute, primary care, community, local authorities, mental health in order to support the daily operational management of the system pressures.
monitor key operational, clinical and quality metrics to swiftly identify a deterioration in UEC performance across the system and escalate where required.
Ensuring system assurance is established through clear actions and clear targets.
Ensuring patient safety and wellbeing is considered at all times of increased system pressure.
Provide daily strategic and tactical advice in terms of the SCC and EPRR operational function.
Develop the integrated function of the SCC and EPRR teams across 7 days.
Maintain and delegate a programme of work for the SCC and EPRR teams.

Main duties of the job
The postholder will have a varied portfolio across the functions including:
To chair the system calls supporting the identification, resolution and embedding improvements across system partners.
The postholder will respond to system pressures an escalations working to proactively manage patient flow across the system.
Facilitate strategic discussions based on OPEL levels to determine real time decisions and actions for system partners to effect rapid impact.
To ensure appropriate governance across the SCC and EPRR teams including the appropriate systems and processes to document risks, escalations and actions taken in line with agreed processes to manage risk across the system.
Ensure a smooth transition through decision making processes to manage provider expectations and daily system risks and escalations.
Devise, manage and update policies and procedures ensuring the adoption of best practice methodology, rules, standards and thresholds across both SCC and EPRR.
Disseminate best practice across ICB and provider teams in relation to both the SCC and EPRR functions by engaging with key stakeholders.
Provide line management duties in conjunction with the Head of SCC and EPRR.
Provide leadership and co-ordination to the assignment of operational tasks including working with the team to ensure strong and consistent cover is in place across 7 days.

Lead and manage the team with a direct reporting line to the Head of SCC and EPRR
To maintain robust relationships with NHSE, ensuring that there is a robust and effective process for both the implementation of the SCC technical specification, core standards and ongoing reporting and facilitation on key priority areas.
Presenting complex information on all aspects of operational resilience and emergency planning in a clear, understandable, and audience-appropriate manner to senior management and board level groups.
Maintain robust reporting structures to the ICB Committees and Board as per statutory responsibilities.
To support the development of a core team working across 7 days including relevant escalations, processes and reporting lines are in place.
Supporting all teams across the ICB to understand and hold relevant responsibility in relation to both the SCC and EPRR function.
To maintain close working and effective relationships with key external stakeholders

Support the senior leadership of the ICB in the identification, mitigation, and management of EPRR risk including preparedness to respond to major and critical incidents and business continuity risks affecting the ICB.
Research and develop programmes to contribute to the advancement of emergency planning and a health context, and act as a source of expertise and professional point of contact on Emergency Planning and Business continuity for the system.
Work closely with system partners and across teams to ensure plans, policies and action cards are current and relevant to the responsibilities across the system.
Lead on the implementation and provision of training to meet the needs of the ICB whilst also ensuring that the system has relevant training.
Deputise for the Head of SCC and EPRR where necessary.

- Forge close positive working relationships internal and external to the ICB, at all levels.
